Article 3 Small food production and processing workshops, small restaurants, small grocery stores and food vendors engaged in food production and marketing activities shall meet the food safety requirements as stipulated in the Food Safety Law of the People's Republic of China, the Regulations for the Implementation of the Food Safety Law of the People's Republic of China and these Measures, be honest and self-disciplined, be responsible for the safety of their food production and marketing, and accept social supervision. Article 4 The people's governments at or above the county level shall lead, organize and coordinate the comprehensive management, supervision and management of food production and processing workshops, restaurants, grocery stores and food vendors within their respective administrative areas, strengthen the grassroots law enforcement team and the capacity building of supervision and management, improve the supervision and management system and mechanism, evaluate and assess the supervision and management work, and ensure the funds for supervision and management work.

township (town) people's governments and sub-district offices are responsible for the investigation, information reporting, publicity and education of potential safety hazards in small food production and processing workshops, restaurants, grocery stores and food vendors within their respective administrative areas, and assist relevant departments such as market supervision and management to do a good job in relevant supervision and management.

the village (neighborhood) committees shall assist the market supervision and management departments to do a good job in the supervision and management of food production and processing workshops, restaurants, grocery stores and food vendors. Article 5 The market supervision and administration department of the people's government at or above the county level shall be responsible for the supervision and administration of food safety in small food production and processing workshops, restaurants, grocery stores and food vendors within their respective administrative areas.

Article 6 People's governments at or above the county level shall support the healthy development of small food production and processing workshops, restaurants, grocery stores and food vendors with local and traditional characteristics.

people's governments at or above the county level shall, in accordance with the principles of prospering urban and rural markets, strengthening market construction, standardizing market order and facilitating people's lives, make overall plans, construct and transform places and blocks suitable for food production and processing workshops, restaurants, grocery stores and food vendors to improve the production and operation environment. Encourage social forces to participate in the construction of food production and processing workshops, restaurants, grocery stores and food vendors' production and operation sites and blocks, encourage and support food production and processing workshops, restaurants and grocery stores to improve production and operation conditions, improve production capacity, expand business scale, and gradually transform into food production and operation enterprises. Encourage food vendors to enter markets, shops and other fixed places to operate. Article 7 The market supervision and management department of the people's government at or above the county level shall publicize and train the food safety laws and regulations, food safety standards and knowledge to the producers, operators and employees of small food production and processing workshops, restaurants, grocery stores and food vendors, and provide free food safety publicity materials.

the food trade association shall, in accordance with the principle of active guidance and voluntary participation, attract small food production and processing workshops, restaurants, grocery stores and food vendors to join the trade association to guide their production and operation according to law, strengthen industry self-discipline and promote the construction of integrity.

the news media should carry out public publicity on food safety laws and regulations and related food safety standards and knowledge, and supervise the illegal activities of small food production and processing workshops, restaurants, grocery stores and food vendors by public opinion. Chapter II Standards for Production and Operation Article 8 Before production and operation, small food production and processing workshops, restaurants and grocery stores shall register with the market supervision and management department of the local county (district) people's government and obtain the registration certificates of small food production and processing workshops, restaurants and grocery stores. Before operating, food vendors shall register with the market supervision and management department of the local county (District) people's government and obtain a food vendor registration card. If people in remote and inaccessible agricultural and pastoral areas apply for registration, the market supervision and management department of the county (District) people's government may entrust the township (town) people's government to handle the registration in accordance with the principle of facilitating the masses.

the style of registration certificate and registration card shall be uniformly stipulated by the market supervision and management department of the people's government of the autonomous region. There is no charge for issuing registration certificates and cards.

no unit or individual may forge, alter, falsely use, lease, lend or transfer the registration certificate or card in other forms.

registration management should use the internet and information technology to optimize the processing flow, improve the processing efficiency and reduce the processing time limit.
