Article 15 is amended as: "Encourage a couple to have two children.
"For those who have two or fewer children, approval will no longer be implemented, and families will arrange their own births."
Two. Article 16 is amended as: "In any of the following circumstances, you may request to arrange another birth:
"(a) two daughters have children, which are medically identified as sick and disabled, and it is medically believed that husband and wife can have another child;
"(two) remarried (excluding remarriage) couples, only one child before remarriage, and one child after marriage;
"(3) Couples who have remarried (excluding remarriage) have given birth to more than two children before remarriage, but have no children after marriage."
Three. Article 17 is amended as: "Couples who meet the requirements of Article 16 of these Regulations to have more children shall apply to the subdistrict office or the township and town people's government where one of the spouses is registered, and after being examined by the subdistrict office or the township and town people's government, they shall report to the district and county population and family planning administrative departments for examination and approval."
Four. Article 20 is amended as: "Family planning institutions shall provide family planning services and management to couples of childbearing age in a timely manner. After a woman who has given birth according to law is pregnant, she should go to the neighborhood office or the township or town people's government where the husband and wife are registered or live, and receive health care services during pregnancy and childbirth. "
Five, Article 22 is amended as: "couples of childbearing age independently choose family planning contraceptive measures to prevent and reduce unwanted pregnancy.
"Family planning technical service personnel guide couples of childbearing age to choose safe, effective and appropriate contraceptive measures."
Six, Article 23 is amended as: "in accordance with the provisions of laws and regulations to give birth to children, the male unit to give seven days of nursing leave, the female unit to increase maternity leave (maternity leave) for 30 days; If maternity leave (maternity leave) cannot be increased, one month's basic salary or take-home salary will be paid. Those who participate in maternity insurance shall follow the provisions of maternity insurance.
"Rural residents who have children in accordance with laws and regulations may refer to the provisions of the preceding paragraph and be rewarded by the people's governments of townships and towns and villagers' committees according to the actual situation. "
Seven. Article 24 is amended as: "Couples who have obtained the honor certificate of their only child parents will continue to enjoy the one-child incentive fee until the only child reaches the age of 14. Urban residents, who have work units, shall bear 50% respectively by the units where the husband and wife work, and shall be shared by the municipal, district and county people's governments according to a certain proportion if there is no work unit; Rural residents are commended by the people's governments of their townships and towns. VIII. Article 27 is amended as: "Couples who have obtained the Honor Certificate of the Parents of the Only Child, and whose only child is accidentally disabled or killed, shall receive assistance in accordance with regulations.

"During the period when the state encourages a couple to have one child, if they should enjoy the rewards and assistance for the elderly in family planning families according to regulations, they will continue to enjoy relevant rewards and assistance."
Nine, article 37 is amended as: "in violation of the provisions of these regulations, the birth of a third or more children, shall pay social support. The specific measures shall be formulated by the Municipal People's Government. "
Ten, delete eighteenth, thirty-sixth paragraph second, thirty-eighth, thirty-ninth, fortieth.
This decision shall come into force as of the date of promulgation.
The "Regulations" of Tianjin Municipality on Population and Family Planning shall be revised according to this decision and re-promulgated.
