Procedures for Enterprises to Resume Work during the Prevention and Control of Pneumonia Infected by novel coronavirus in Suzhou (for Trial Implementation)
According to the requirements of provincial and municipal epidemic prevention and control, all kinds of enterprises in Suzhou must not resume work before 24: 11 on February 9, which involves the necessity of ensuring the operation of public undertakings (water supply, gas supply, power supply, communications and other industries), epidemic prevention and control (medical equipment, medicines, protective products and other industries), and. In order to guide enterprises to do a good job in epidemic prevention and control before and after returning to work, and resolutely win the epidemic prevention and control war, this regulation is specially formulated.
1. Establish a prevention and control system, formulate a system and clarify responsibilities
(1) Establish an epidemic prevention and control team. Enterprises should implement the main responsibility, establish a working group for epidemic prevention and control, always adhere to the bottom line thinking, strictly implement the provisions on epidemic prevention and control and safety production, and ensure safe, standardized and orderly resumption of work.
(2) Formulate the epidemic prevention and control plan. Enterprises should formulate the epidemic prevention and control plan of their own units, implement the responsibility system for prevention and control measures, decompose the responsibility into departments and people, and realize the full coverage of workshops (departments), teams and individuals.
(3) Implement the daily health examination system. Arrange a special person to be responsible for measuring the temperature of each employee twice a day. Enterprises with shuttle buses should do a good job in disinfection of the shuttle bus before each departure, and measure the temperature of each employee who takes the shuttle bus before boarding the bus. Those who have fever symptoms or do not wear masks are not allowed to take the shuttle bus and enter the unit; The number of people who take the shuttle bus should be arranged reasonably to avoid crowded people.
(4) make emergency response plans. For employees with respiratory symptoms, fever, chills, fatigue, diarrhea, conjunctival congestion and other symptoms, enterprises should cooperate with health departments to do a good job in dealing with them and guide them to go to the fever clinic for medical treatment immediately. After the occurrence of confirmed or suspected cases, enterprises should take temporary shutdown or temporary closure measures according to the scope and development trend of the epidemic and the decision of the local people's government (Administrative Committee).
(5) Strict information reporting system. An enterprise shall define a middle-level or above manager as a full-time contact person for prevention and control work, be responsible for conveying and implementing the deployment of epidemic prevention and control work of government departments, and submit the production and operation and epidemic prevention and control work to the local government and enterprise prevention and control group as required.

Those who own their own houses shall be isolated at home, and those who have collective dormitories shall be isolated in temporary single dormitory by the unit. The observation period shall be 14 days, and their body temperature and other physical conditions shall be reported twice a day. Employees who have not returned to the Soviet Union in key epidemic areas must communicate one by one, and make every effort to discourage them from delaying their return to the Soviet Union until the epidemic response is lifted.
(8) protect the rights and interests of employees. Enterprises should protect the legitimate rights and interests of employees who are temporarily unable to arrive at their posts due to the epidemic.
(9) strengthen the management of foreign personnel. Do a good job in information registration, hand cleaning, temperature measurement and mask distribution for foreigners. Foreigners should be accompanied by receptionists to work, rest and eat in designated places.
3. Prepare materials for prevention and control, and implement relevant logistics support

Actively raise masks, 75% alcohol (absorbent cotton), 84 disinfectant, hand sanitizer, rubber gloves, soap, thermometer, emergency medicine and other anti-epidemic and civil air defense materials to ensure the epidemic situation to meet the material demand.

Enterprises should set up hand washing facilities and disinfection products in the control room, office, canteen, bathroom and other workplaces and living places. If there is no hand washing equipment, they should be equipped with 71% ~ 75% alcohol hand rubbing liquid or hand-free disinfection liquid. Shuttle buses, official vehicles, reception rooms, offices, elevators, tables, chairs, workstations, floors and other means of transportation, public areas and surfaces should be disinfected regularly by special personnel, twice a day.
(14) do a good job in ventilation. Strengthen the natural ventilation and mechanical ventilation of workers' work and living places to maintain air circulation. Reduce the use of air conditioners, regularly open windows for ventilation and clean air conditioners; For the centralized air conditioning system with return air, a low-resistance medium-efficiency air filter should be installed at the return air outlet, and the cleaning and replacement of the air filter at the new air outlet should be strengthened to ensure that the per capita fresh air volume meets the requirements of the Hygienic Standard for Design of Industrial Enterprises (GBZ1-2112).

(15) Strengthen the management of production safety. Enterprises should conscientiously fulfill the main responsibility of safety production, do a good job in all aspects of safety production, and ensure safe return to work.

Stop employees' unnecessary business trips, try to adopt remote video conferencing, corporate mail and other forms of communication, minimize large-scale gathering indoor activities, and reduce the risk of cross-infection. Carry out targeted publicity on the prevention and control of pneumonia infected in novel coronavirus, actively advocate hygiene, get rid of bad habits, abandon uncivilized behaviors such as littering and spitting, do a good job in personal hygiene, promote a healthy lifestyle, enhance physical resistance, and improve employees' correct understanding and self-protection ability for prevention and control of novel coronavirus.

Employees who do not wear masks are prohibited from taking shuttle buses or entering crowded positions in enterprises. Daily health inspectors should wear medical masks. Do a good job in changing masks regularly and properly handle masks after use.
(XIX) ensure food safety. Enterprises that eat in groups should advocate the supply of box lunch, pay attention to food safety and hygiene, and strengthen the disinfection and management of tableware. Implement safety and hygiene measures in centralized canteens of enterprises, prohibit the purchase of live poultry and meat that have not been slaughtered and quarantined, and prohibit the provision of lettuce. Canteen service personnel must carry out health examination, temperature measurement and keep test records before work every day, and must wear gloves, protective glasses, medical masks and protective shoes in uniform during operation. Food samples shall be kept in accordance with regulations.
