After receiving the license, go to the industrial and commercial office in the jurisdiction to apply for the license;
2. After obtaining the hygiene license or catering service license, you can apply for the industrial and commercial business license at the local industrial and commercial department with the voucher and the corresponding house lease certificate and ID card;
3, in accordance with the provisions of the administrative department for Industry and commerce, apply for catering industry, food processing and sales industry, should be issued by the food hygiene supervision organs.
The hygiene license or catering service license is as follows:
1, apply to the health supervision department of the jurisdiction for acceptance. The applicant shall fill in an application form for health permit in duplicate, and provide accurate, true, legal and effective information. For example, the accepting department will register after checking the contents of the Application for Health Permit filled in by the applicant and the information provided by the responsible supervisor;
2. The supervisor shall review the materials provided by the applicant according to laws, regulations, rules, normative documents, hygiene standards and hygiene requirements, and make a decision on whether to accept them within three working days. Those who meet the application qualifications and complete information shall be accepted and conducted on-site review as required;
3. Upon on-site examination, if it meets the requirements, the contractor supervisor will issue a Notice of Charge to collect the fees, register it on the Registration Form for Issuance of Hygiene Permit, and after the approval of the competent leader, the applicant will go to the Health Bureau to go through the relevant formalities for obtaining the Hygiene Permit.

The state practices a licensing system for food production and marketing. Engaged in food production, food sales, catering services, shall obtain a license according to law. However, sales of edible agricultural products and sales only in prepackaged foods do not require permission. Only selling prepackaged foods shall be reported to the food safety supervision and administration department of the local people's government at or above the county level for the record.
The food safety supervision and administration department of the local people's government at or above the county level shall, in accordance with the provisions of the Administrative Licensing Law of People's Republic of China (PRC), examine the relevant materials submitted by the applicant and conduct on-site inspection of the applicant's production and business premises when necessary; To meet the prescribed conditions, grant permission; If it does not meet the prescribed conditions, it shall not be permitted and the reasons shall be explained in writing.
Article 36
Small food production and processing workshops and food vendors engaged in food production and marketing activities shall meet the food safety requirements stipulated in this Law that are suitable for the scale and conditions of their production and marketing, and ensure that the food they produce and market is hygienic, non-toxic and harmless. The food safety supervision and management department shall strengthen supervision and management.
The local people's governments at or above the county level shall comprehensively manage food production and processing workshops and food vendors, strengthen services and unified planning, improve the production and operation environment, encourage and support them to improve their production and operation conditions, enter centralized trading markets, shops and other fixed places to operate, or operate in designated temporary business areas and time periods.
Specific measures for the administration of food production and processing workshops and food vendors shall be formulated by provinces, autonomous regions and municipalities directly under the Central Government.
