Legal basis: Article 1 of the Regulations on Prohibiting Fireworks and Firecrackers in Suzhou City stipulates that in order to ensure the safety of public property and citizens' personal property, prevent environmental pollution and eliminate fire hazards, these regulations are formulated in accordance with the Environmental Protection Law of the People's Republic of China, the Regulations on the Safety Management of Fireworks and Firecrackers in the State Council, the Regulations on Fire Protection in Suzhou City and other laws and regulations, combined with the actual situation of this Municipality. Article 2 of the Regulations on Prohibiting Fireworks and Firecrackers in Suzhou City stipulates that these regulations are applicable to Wujiang District, Wuzhong District, Xiangcheng District, gusu district, Suzhou Industrial Park, Suzhou High-tech Zone (huqiu district) and other administrative areas. Article 3 of the Regulations on Prohibiting the Setting off of Fireworks and Firecrackers in Suzhou City stipulates that the fireworks and firecrackers mentioned in these Provisions refer to all kinds of fireworks, firecrackers and fireworks bombs that can produce smoke and sound.
