The term "urban public water supply" as mentioned in these Measures refers to the provision of water by urban tap water supply enterprises to the life, production, operation and other constructions of units and residents in this Municipality through public water supply pipelines and their ancillary facilities.
The term "self-built water supply facilities" as mentioned in these Measures refers to urban water supply units that provide water for their own life, production, operation and other construction. Article 3 These Measures shall be observed in engaging in urban water supply, water use and related management activities within the administrative region of this province. Article 4 The people's governments at or above the county level shall incorporate the development of urban water supply into the national economic and social development plan, formulate policies conducive to the development of urban water supply, encourage scientific and technological research on urban water supply, and encourage multi-channel investment in the construction of urban water supply infrastructure. Fifth provincial people's government construction administrative departments in charge of the province's urban water supply work.
The administrative department of urban water supply determined by the people's government of a city at or above the county level (hereinafter referred to as the administrative department of urban water supply) is in charge of urban water supply within its administrative area. Sixth units and individuals that have made remarkable achievements in urban water supply and water conservation shall be commended and rewarded by the relevant competent departments or people's governments. Chapter II Sources of Urban Water Supply Article 7 The people's governments of cities at or above the county level shall, in accordance with the Regulations on Urban Water Supply, organize relevant departments to formulate plans for the development and utilization of urban water supply sources, incorporate them into the overall urban planning, and organize their implementation.
The development and utilization planning of urban water supply sources shall follow the following principles:
(a) from the needs of urban development, and coordinated with the overall planning of water resources and long-term water supply plan;
(two) maximize the use of surface water, strictly control the exploitation and rational exploitation of groundwater;
(three) give priority to ensuring urban domestic water, and make overall consideration of industrial water and other construction water. Eighth whoever needs to access the groundwater in the urban planning area, must be approved by the administrative department of urban construction and signed opinions, can put forward a pre-application for water permit to the water administrative department.
In areas where groundwater has been over-exploited, the people's government of the city shall delimit the scope and take protective measures to prohibit or restrict exploitation and prevent land subsidence.
In urban public water supply built-up areas, water supply from self-built facilities and water intake from self-built wells are restricted. Article 9 The people's governments of cities at or above the county level shall demarcate drinking water source protection areas according to law, announce them to the public, and set up signs of protection scope and billboards for prohibited articles.
Urban construction, environmental protection, health, water conservancy, waterway, public security and other departments and water supply enterprises shall, according to their respective responsibilities, strengthen the supervision and management of water source protection areas, protect the sanitation of drinking water sources and prevent water pollution. Article 10 Where surface water is used as the drinking water source, the waters and coastal areas within the range of upstream 1000 m to downstream 100 m from the water intake point shall be the surface water drinking water source protection areas. The following acts are prohibited in protected areas:
(1) Discharge domestic sewage and industrial wastewater;
(2) Mining, quarrying, dredging and piling up waste residue;
(three) the establishment of dangerous chemicals warehouse, stacking or loading and unloading garbage and feces;
(four) set up water entertainment facilities, catering facilities and docks for loading and unloading toxic substances;
(five) new construction, expansion, renovation and urban water supply facilities and protection of water sources have nothing to do with the construction project;
(six) engaged in tourism, swimming and other activities that may pollute the water body.
The water area and coast around the water intake point/within the radius of Kloc-0/00 meters are the core water source protection areas. In addition to complying with the provisions of the preceding paragraph and Article 11, the following acts are prohibited in the core protected areas:
(1) Fishing boats and rafts are berthed;
(2) Artificial breeding and stocking of poultry. Eleventh groundwater is the source of drinking water, and the underground drinking water source protection area is within a radius of 30 meters around the water intake point. The following acts are prohibited in protected areas:
(1) Discharge domestic sewage and industrial wastewater;
(two) mining, quarrying, dredging, piling up garbage and waste residue;
(three) set up seepage toilets, seepage cesspits and other pollution sources;
(four) new construction, expansion and reconstruction of construction projects unrelated to water source protection. Chapter III Construction of Urban Water Supply Projects Article 12 The construction of urban water supply projects shall be carried out in accordance with the urban water supply development plan and the annual construction plan. The feasibility study report and preliminary design must be prepared by the design unit with corresponding qualification certificate in the preliminary preparation stage. The feasibility study report and preliminary design must be demonstrated and reviewed by relevant competent departments and experts. Thirteenth urban water supply projects shall be submitted for approval in accordance with the basic construction procedures.
The preliminary design of the project approved by the province or entrusted by the state shall be examined and approved by the provincial construction administrative department.
City, state, county (city, district) project preliminary design, approved by the construction administrative department at the same level of the project examination and approval authority; The design documents and approval of large and medium-sized construction projects shall be copied to the provincial construction administrative department for the record.
