On September 8th, the State Council Joint Defense and Control Mechanism held a press conference. On the issue of normalized nucleic acid detection, Da Li Chuan, deputy director of National Health Commission Medical Administration and Hospital Authority, introduced that in areas without epidemic situation, normalized nucleic acid detection should be carried out according to the requirements of the ninth edition of the prevention and control plan, and the epidemic situation should be monitored and early-warned, and the organizational preparations for nucleic acid detection should be made according to the third edition of the Implementation Guide for Regional Nucleic Acid Detection Organizations.
Annex 6 of novel coronavirus Prevention and Control Plan (Ninth Edition) and COVID-19 Epidemic Risk Area Delimitation and Control Plan stipulate different requirements for nucleic acid detection in different risk areas:
Requirements for nucleic acid detection in high-risk areas: three consecutive tests are carried out in the first three days after the implementation of closed control, two full-time nucleic acid tests are completed on 1 and 3 days, and one antigen test is carried out the next day. The frequency of subsequent tests can be determined according to the test results; Within 24 hours before deregulation, full-time nucleic acid detection should be completed in this area. When conducting nucleic acid detection, it is necessary to set up sampling points reasonably and use them after being evaluated by professionals; Scientifically determine the route, strengthen on-site organization and management, implement special guidance, time-sharing and zoning, and fix the route, and urge personal protection to prevent cross-infection. For buildings and courtyards where positive infected people have been found, antigen testing can be carried out first, and then nucleic acid testing can be carried out in an orderly manner after negative. Special personnel, such as risk personnel who have not been transported, those who are positive for antigen detection and nucleic acid mixing tubes, patients with mobility difficulties, and the elderly, should take samples at home and carry out single sampling and single inspection.
Detect nucleic acids in moderately dangerous areas. After the implementation of the control, three consecutive tests were carried out in the first three days, two nucleic acid tests were completed on the 1 day and the third day, and one antigen test was carried out on the second day. The frequency of subsequent tests can be determined according to the test results; Within 24 hours before deregulation, full-time nucleic acid detection should be completed in this area. When carrying out nucleic acid detection, the sampling points will be set in a grid nearby, and residents will be organized to go downstairs in an orderly manner, and the routes will be fixed in a time-sharing manner, and personal protection will be urged to prevent cross-infection.
Requirements for nucleic acid detection in low-risk areas: scientifically determine the population range and frequency of nucleic acid detection in low-risk areas according to the risk assessment results of epidemic spread and the management of risk personnel. When nucleic acid detection is carried out, sampling points will be set nearby and will be activated after evaluation by professionals; Strengthen on-site organization and management, carry out in an orderly manner, avoid gathering, and urge personal protection.
In view of the characteristics of Omicron mutant, such as high transmission speed, strong infectivity and hidden transmission, the second edition of the implementation guide for regional novel coronavirus nucleic acid detection organization (third edition) was revised, including:
0#3p4#
"Full staff inspection" becomes "regional inspection"
The new version of the guide changes the "all personnel" in the second version to "areas", and the size of the areas is determined by the needs of epidemic prevention and control.
The Guide emphasizes the accurate delineation of the detection scope, and requires that the nucleic acid detection should be targeted, targeted, not flooded, and not "one size fits all" to effectively use valuable nucleic acid detection resources.
The "area" in this guide includes closed control area, control area and prevention area. The area can be as small as a building or as large as the whole city, which is determined by the local epidemic prevention and control headquarters on the basis of scientific research and according to the actual needs of epidemic prevention and control, and is dynamically adjusted.
0#3img4#
All tests must be completed within 24 hours.
The new version of the Guide clearly requires that all nucleic acid tests in designated areas should be completed within 24 hours.
In principle, all sampling tasks should be completed within 6 hours; If it is really difficult, it can be completed within 12 hours.
In addition, it is necessary to strengthen the organization and mobilization of nucleic acid sampling, and strive for the people to wait in line for no more than 20 minutes to avoid cross-infection. Provide a separate detection channel for "code yellow" personnel.
03
The sampling mode is changed, and the five-in-one mixed sampling is no longer adopted.
The new version of the guide cancels the 5-mix 1 and increases the 20-mix 1, requiring that the sampling method be determined according to the control measures taken by the target population:
1. Centralized isolation points and other key populations are subject to single sampling and single inspection.
2. The personnel in the closed control area shall conduct single sampling and single inspection or 1 household 1 tube.
3. Mixed mining of 10 and 1 can be implemented in the control area.
4. 20- 1 mixed mining can be implemented in the prevention area and other areas.
5. In the case that the single sample has not been detected positive after several rounds of testing, the mixed sampling of 10 and 1 can be implemented as appropriate.
04
It provides a basis for measuring the test strength.
All districts and cities, regardless of population size, should match the sampling and testing strength according to the goal of completing nucleic acid testing in the whole city within 24 hours.
According to the standard that each sampling station (2 samplers) collects 120 people per hour, the calculation formula is: the number of nucleic acid samplers (unit: people) = population ÷ 360;
If 10 and 1 mixed sampling detection technology are adopted, the calculation formula of detection ability is: nucleic acid detection intensity (unit: tube/day) = population10× 2;
If 20-in- 1 mixed sampling detection technology is adopted, the calculation formula of detection ability is: nucleic acid detection intensity (unit: tube/day) = population ÷20×2.
The feedback of nucleic acid results should ensure that the results can be found within 24 hours.
05
Patients with positive apheresis test will not be notified to the designated medical institutions for treatment.
Patients with positive apheresis test will not be notified to the designated medical institutions, but to the centralized isolation management facilities to prepare for receiving positive infected people.
The active disposal of mixed mining test should be completed within 6 hours. Mixed sampling positive single sampling review requires double sampling of nasopharynx and oropharynx.

06
Set up 9 working classes to handle special affairs.
Omicron spreads quickly, and the speed of nucleic acid sampling working group is even faster. According to the links and departments involved in regional nucleic acid detection, the local authorities were instructed to set up nine working classes, including data statistics class and sampling matching class, and the responsibilities of each class were clarified to avoid simply dividing the tasks and assigning them to counties and districts.
The nine working groups can give consideration to major issues and minor issues, and serve the nucleic acid detection work in real time.
07
As a supplement, antigen detection further speeds up the speed.
Popularize the monitoring mode of "antigen screening and nucleic acid diagnosis", increase antigen detection as a supplementary means of regional nucleic acid detection, and organize the implementation after studying and refining the implementation plan.
Whether the task of nucleic acid detection at the grass-roots level is increased or not depends mainly on how to delimit the "region". The setting of the area size is completely determined by the local area, which greatly tests the local epidemic prevention level, courage and wisdom.
08
Strengthen quality control and establish casing supervision mechanism.
The nucleic acid sampling steering group guides each sampling point in the form of slicing and signing contracts, and regulates sampling operation, personal protection and cross-infection prevention and control.
The nucleic acid detection supervision team established a casing supervision mechanism, and organized laboratory experts to conduct point-to-point casing supervision on various detection institutions.
Before and after the National Day holiday, nucleic acid "landing inspection" was promoted nationwide.
Wu Liangyou, deputy director of the Center for Disease Control and Prevention of the National Health and Wellness Commission, said that the Mid-Autumn Festival and National Day holidays in 2022 are approaching, and the mobility of people is increasing, which increases the risk of epidemic spread. In order to ensure that local large-scale epidemics do not occur before and after Mid-Autumn Festival and National Day, a series of prevention and control policies and measures have been strengthened and optimized on the basis of fully implementing the ninth edition of the prevention and control plan:
Advocate the masses to celebrate the National Day holiday in the local area, minimize cross-city travel, and avoid the risk of epidemic spread caused by large-scale people flow.
Travel safely and orderly. Passengers are required to take planes, high-speed trains, trains, inter-provincial long-distance passenger buses, inter-provincial passenger ships and other means of transportation with negative nucleic acid tests within 48 hours.
Promote "landing inspection". In accordance with the principle of "coming and going freely and voluntarily, without restricting the flow", the inter-provincial migrant workers will be provided with nucleic acid testing services immediately after arriving at their destinations. All localities should scientifically calculate the number and arrival time of migrant workers, set up enough nucleic acid sampling points in airports, railway stations, long-distance bus stations, inter-provincial expressway service areas, ports, passenger service areas and other places, and equip them with enough sampling and inspection personnel to facilitate the detection of migrant workers across provinces as soon as they arrive. According to the requirements, complete the nucleic acid test in time, and incorporate the nucleic acid test results into the health code, so as to facilitate the masses to inquire about the test results.
Check the negative proof of effective nucleic acid detection. When staying in hotels, hotels, tourist attractions and other crowded places, it is necessary to check the negative certificate of health code and nucleic acid detection within 72 hours. The construction site personnel returning from other provinces (autonomous regions and municipalities) shall check the negative certificate of nucleic acid detection within 48 hours.
Reduce unnecessary party activities. It is not necessary to hold large-scale gathering activities such as training, exhibitions and cultural performances. If it is really necessary to hold it, prevention and control measures shall be implemented, and the participants shall scan the code to register and check the negative certificate of nucleic acid detection within 48 hours. Advocate the masses to organize simple weddings and funerals, and try to reduce the number of people. Arrive at border counties (cities, districts and banners) by land to avoid holding large-scale personnel gathering activities.
These prevention and control measures will be implemented from September 10 to June 10 in 2022. Relevant measures will be further optimized and improved according to the epidemic situation.
How long will "dynamic zero" last? The National Center for Disease Control and Prevention publicly responded.
On September 7th, the State Council Press Office held a press conference to introduce the achievements in health care since the 18th National Congress of the Communist Party of China.
At the meeting, the deputy director of the National Bureau of Disease Control and Prevention often responded to the question of "dynamic clearing", saying that the cost of evaluating epidemic prevention and control policies and measures should be counted in the general ledger, and the whole country should be counted as a big economic account, a big social account, a big livelihood account and a big health account.
Local and strict prevention and control measures have been taken in epidemic areas to ensure the normal production and life of most areas and people in the country and the stability of the supply chain. If the general ledger is calculated, our prevention and control measures are the most economical and the effect is the best.
It is often said that in the face of this once-in-a-century epidemic, the current global epidemic is still at a high level, the virus is still mutating, and risks and challenges always exist.
The China government will unswervingly implement the established strategy and always maintain its strong determination in the complicated international war, epidemic situation and public opinion environment.
Anti-epidemic is a "protracted war", which needs to deal with the relationship between short-term and long-term, local and overall. China government believes in scientific laws and seeking truth from facts. All remarks and suggestions divorced from China's actual national conditions will not shake China's epidemic prevention policy.
