(1) the layout and facilities of the business premises meet the requirements of public security management;

(3) they have a system of public security management and the corresponding management measures;
(4) there are qualified legal representatives and persons in charge of operation;

(4) there is a security management system and corresponding management measures;
(e) there are qualified legal representatives and persons in charge of business. Article 8 Persons in any of the following circumstances shall not serve as legal representatives and persons in charge of the operation of units in special industries and public **** places:
(1) The legal representatives and persons in charge of the operation of units in special industries whose Special Industry Licenses have been revoked have not completed three years from the date of revocation of the Special Industry Licenses;
(2) The legal representatives and persons in charge of the operation of units in special industries whose Public **** Places Licenses have been revoked have not completed three years from the date of revocation of the Public **** Places License" of the legal representative and person in charge of the operation of the public **** place unit, not more than two years from the date of revocation of the "public **** place license";

(4) serving staff of state organs. Article IX apply for a "special industry license" or "public **** place license" units, shall submit a written application to the local district or county public security departments. District and county public security departments shall be reviewed within thirty days from the date of receipt of the application, the conditions are met, shall be issued a "special industry license" or "public **** premises license"; does not meet the conditions, shall be notified in writing within the above period of time to the applicant unit.
The organization of large-scale public temporary activities, should be held in the activities scheduled for the day fifteen days before the local public security departments to submit a written application. It is prohibited to rent, transfer, copy, alter or forge the "special industry license" and "public **** premises license".
