I. Basic information of the project

Guangyu Group Co., Ltd. makes full use of the advantages of limestone resources, electricity, transportation and market in Changxing County, and chooses Gaowan Natural Village, Shiquan Village, Lijiaxiang Town, Changxing County as the site of technical transformation project, and plans to reserve the site to expand the production line.

Approved construction scale: auxiliary production projects such as 2× 4,000 tons/day cement raw meal and clinker burning system and wharf will be built, with an annual output of 3.765 million tons of cement raw meal and 2.48 million tons of commercial clinker. At the same time, the waste heat power generation system and expansion space are reserved.

At present, the construction scale has been completed: 4,000 tons/day auxiliary production projects such as cement raw meal and clinker firing system 1# production line and wharf, forming an annual production capacity of 654.38+883 million tons of cement raw meal and 654.38+240,000 tons of commercial clinker.

On June 5438+ 10, 2004, Zhejiang Environmental Protection Science Design and Research Institute completed the preparation of the environmental impact report of the project, and on June 5438+ 10, 2004, Zhejiang Environmental Protection Bureau established < 2004 >; 13 document "Letter on the review opinions of the environmental impact report of the technical transformation project of Zhejiang Changxing Cement Co., Ltd. with a daily output of 2× 4,000 tons of cement raw materials and clinker burning system" gave a reply to the EIA report of the project.

The project started construction on June 5438+ 10, 2004, and the first production line (1 #) was put into trial production in May 2005, and the supporting environmental protection facilities were put into production at the same time.

Second, implement environmental protection.

Zhejiang Changxing Cement Co., Ltd. has a daily output of 2×4000 tons of cement raw meal and clinker sintering system. The total investment of environmental protection facilities in 1# line is 265,438+707,000 yuan, accounting for 3.68% of the total investment. 36 dust collectors and domestic sewage treatment devices (with a treatment capacity of 240 tons/day) were installed in the implementation part of the project. By selecting low-noise equipment and reasonable plant layout, the noise pollution of the project was reduced.

Three. Acceptance monitoring and investigation results

Zhejiang Environmental Monitoring Center conducted on-site monitoring of the project in June 2005 and compiled a monitoring report. According to the monitoring results, the main results of the environmental protection acceptance monitoring report submitted are as follows:

During the acceptance monitoring, the operating load of rotary kiln of 1# production line is 96.5~ 1 17.2%, and the operating load of other production equipment is 84.0 ~ 100.0%, which conforms to GB 4915-190.

2.2 Under normal working conditions, the emissions of tons of smoke (powder) and dust products of rotary kiln, coal mill, limestone crusher, sand shale crusher and bulk clinker in this project are all lower than the corresponding limits in the secondary standard of GB49 15- 1996 Emission Standard for Air Pollutants in Cement Plants, which meets the requirements of national emission standards.

2.3 The dust removal efficiency of the electrostatic precipitator at the kiln head and kiln tail of the 1# line of this project reaches the original engineering design index; The dust removal efficiency of 23 of the other 27 dust collectors tested reached the original engineering design index; However, the dust removal efficiency of 2#, 3# and 5# dust collectors transported by raw material terminal and 3# dust collector transported by raw coal is lower than the original engineering design index. The main reason is that the materials transported during the monitoring period are wet, and the excess air volume of some supporting dust collectors is large, which leads to the low dust concentration at the entrance of the dust collector and the relative dust removal efficiency is not high.

2.4 Under normal working conditions, the concentration of sulfur dioxide, nitrogen oxides and fluoride at the outlet of the dust collector at the end of the rotary kiln of this project 1# production line and the emission per ton of products are all lower than the corresponding limits specified in the secondary standard of GB49 15- 1996 Emission Standard for Air Pollutants in Cement Plants, which meets the requirements of national emission standards.

2.5 Under the normal production conditions of this project 1# production line, the unorganized dust emission at the factory boundary of Zhejiang Changxing Cement Co., Ltd. meets the secondary standard requirements of GB49 15- 1996 Emission Standard for Air Pollutants in Cement Plants.

3, wastewater conclusion

3.3 The removal rate of suspended solids by domestic sewage treatment device is 78.0 ~ 88.2%, CODcr is 54. 1%, BOD5 is 64.9 ~ 68. 1%, and ammonia nitrogen is 58.7 ~ 64.5%.

4.3 Under normal production conditions, the noise of Tianjia, a high-rise factory in Shiquan Natural Village outside the boundary of the West Factory, exceeds the standard day and night, which is 2.8 ~ 8.2 dB (a) during the day and 8.6 ~ 15.5 dB (a) at night. The day and night noise of Shiquan Village Committee outside the factory boundary on the southwest side meets the standard requirements. The original sewage disposal enterprise has been transformed into an environmental protection enterprise for pollution control and waste utilization. The ex-factory price of activated calcium produced by them reaches 750 yuan/ton, light calcium carbonate 560 yuan/ton and 400 mesh heavy calcium carbonate are also sold to 290 yuan/ton. By taking the above measures, the government has effectively helped enterprises solve various contradictions brought about by the demolition of mechanical shaft kiln.

Not long ago, "Yangshan Building Materials" commissioned an auction company to sell all the factory buildings, facilities and equipment of the enterprise, and won an auction of 4.5 million yuan. Wang Jinhua and the shareholders intend to build a standard factory building on the former site for lease or development of other industries. At this point, enterprises have basically withdrawn from the cement industry, which can properly solve the remaining problems.

Zhou Shaochang, 60, has a loud voice and bright eyes, and looks much younger than his actual age. As an iconic figure in Changxing cement industry and even in Zhejiang cement industry, he is the only entrepreneur in Changxing County who has personally experienced the whole process from the development of cement vertical kiln to the new dry kiln with a daily output of 1000 tons, a daily output of 2,500 tons and a daily output of 5,000 tons. Every choice he makes almost represents a direction, a trend and a necessity. His life has concentrated the historical development process of small cement enterprises in villages and towns in China.

Changxing Jingshan Park Cement Plant is the ninth cement enterprise in Changxing County and the first cement enterprise in meishan town. At the beginning of 1982, the project could not be launched due to the shortage of funds. 1983 Zhou Shaochang, who entered the factory, is the fourth director of this enterprise. Among the cement enterprises in the province, Zhou Shaochang is famous for his understanding of technology and daring to innovate. The original six mechanical shaft kiln cement production lines, except the first one, were all designed and built by Zhou Shaochang himself. It is the first in the province to adopt extruder technology, take the lead in adopting two-stage crushing and vertical crushing processes of raw materials, and jointly build the first new dry rotary kiln production line with daily output 1000 tons with foreign investors.

1994 Mr. Lin Guoren, a 93-year-old patriotic overseas Chinese in Singapore, took a fancy to Zhou Shaochang's character and talent and proposed to cooperate with him for development. The foreign investor invested 65 million yuan to buy 50% shares of "Zhejiang Shan Ying" and invested 200 million yuan to build a new dry rotary kiln cement production line with a capacity of 1 10,000 tons/day. Although the final investment was 250 million yuan, which took nearly three years to complete, due to various reasons, the operating efficiency of the enterprise was not good. 1999, Zhou Shaochang proposed to the board of directors for expansion and reconstruction, and then launched a new dry-process production line with a capacity of 2,500 tons/day. As a partner, the board of directors of overseas listed companies did not agree with this investment plan at first. They questioned: Why dig a second well without water? Zhou Shaochang added fuel to the flames and finally persuaded the board of directors that the production line was completed and put into operation at the end of 2002, costing 65.438+0.3 billion yuan and 65.438+00 months, which created considerable benefits the following year.

At the same time, Zhou Shaochang's 2500t/d new dry cement production line of Xiaopu Zhongsheng Cement Co., Ltd. with a financing of 65.438+0.5 billion yuan was completed and put into operation; At the end of 2003, Jingshan Park Zhongsheng Building Materials Co., Ltd. with an investment of only 258 million yuan and a production capacity of 5,000 tons/day was also completed and put into operation; In 2004, Zhou Shaochang built the first domestic 3 MW waste heat generator set on the new dry cement production line with a capacity of 2,500 tons/day, which realized energy saving and emission reduction in cement production.

Before two new dry production lines, Zhongsheng Cement and Zhongsheng Building Materials, were completed and put into operation, six mechanical shaft kilns in Shan Ying, Zhejiang Province were demolished. The enterprise has already got rid of the traditional small-scale production mode and become the only new dry-process cement enterprise that has survived the big wave of structural adjustment and developed from a mechanical shaft kiln cement enterprise. In 2005, Zhou Shaochang retired from "Shan Ying, Zhejiang" and now focuses on the management of "Zhongsheng Cement".

Zhou Shaochang is lucky. He experienced the rise, development and elimination of mechanical shaft kiln cement, accurately grasped the development direction and opportunity of new dry cement, and realized the industrial upgrading and rapid development of enterprises.

Zhejiang Zhongxing Building Materials Group Co., Ltd. is the "originator" of mechanical shaft kiln cement enterprises in Changxing County, and built the first mechanical shaft kiln in the county. Zhejiang Zhongxing, which started as a "five small industries" in the 1970s, has developed from an annual output of 3,000 tons and 5,000 tons of cement to a production scale of 6,543.8+0.5 million tons. 199 1 year, they established Zhejiang xingbaolong building materials co., ltd in cooperation with Singapore baolong lime company and other partners, and invested more than 60 million yuan to build a 600-ton/day five-stage cyclone preheater kiln. Now, the 55 mu of land vacated by the demolition of "Zhejiang Zhongxing" kiln has successfully developed new industries. The Sino-foreign joint venture Dida New Materials Co., Ltd. covers an area of 30 mu, the first phase of the project has an investment of 26 million yuan, and the fineness of calcium carbonate is 1500-5000 mesh. The second phase of the project is a production line of modified plastic additives. Zhongtai Refractory Co., Ltd., with an investment of180,000 yuan, covers an area of 20 mu and was put into production in 2006. The output and benefit of these two newly-built enterprises far exceed the contribution of cement production to local economic development.

According to estimates, after replacing various backward production processes with new dry cement production in Changxing County, the utilization rate of limestone resources has increased by about five percentage points, the dust emission has been reduced by half, the sulfur dioxide gas emission has been reduced by more than two thirds, and the harmful gas emissions such as fluorine and nitrogen oxides have reached the national standards, effectively improving the local air quality and living environment. At present, there are five enterprises that adopt pure low-temperature waste heat power generation technology, which can generate10.47 billion kwh per year, equivalent to10.8 million tons of standard coal. Another four companies plan to complete the construction of pure low-temperature waste heat power generation projects this year and next. In 2006, the profit and tax of cement industry in Changxing County was 278 million yuan, a net increase of 22 times compared with 1998 before structural adjustment. The continuous and optimized development of cement industry has effectively promoted the growth of local economy and the improvement of people's lives.

It is worth mentioning that Zhejiang Shisan Group has fully played the leading role in the cement industry. They built the first new dry-process cement production lines with a capacity of 2,500 tons/day and 5,000 tons/day in the province, which set a good example for the construction of new dry-process cement production lines in Changxing. In 2004 and 2005, Zhejiang Shisan Group, Zhejiang Changguang Cement Co., Ltd. and other Changxing provincial enterprises took the initiative to dismantle four small dry rotary kilns and five large wet rotary kilns according to the requirements of industrial development and enterprise reality.

From the mechanical shaft kiln to the grinding station, to the new dry rotary kiln, or after quitting the cement industry completely, Changxing cement enterprises have made their own choices under the dual effects of the visible hand of local government and the invisible hand of market. Although their decision-making time is different, their adjustment process is different, their difficulties are different, and their development direction is different, but their determination and consciousness of thoroughly understanding industrial policies, adapting to market trends, relying on resource markets and optimizing capital investment have not changed. Through the dedicated service of the local government and relevant departments, we have solved problems for enterprises and ensured the smooth realization of the goal of enterprise transformation production and structural adjustment.

What is particularly commendable is that the withdrawal of such a huge industrial cluster of mechanical shaft kiln is as silent as dropping a stone on a wide lake, with no sound but wonderful ripples.
