From June 11 to July 13, Shaanxi Provincial Environmental Protection Department carried out special inspections in 8 urban areas, including Xi 'an and Baoji in Guanzhong area of Shaanxi Province. With the goal of improving the atmospheric environmental quality in Guanzhong, the inspection inspected 8221 enterprises, institutions and key points, and found 3937 environmental problems, accounting for 47.9% of the total inspection.

This time, five inspection teams composed of Shaanxi Provincial Environmental Protection Department conducted special inspections on Xi 'an, Baoji, Xianyang, Tongchuan, Weinan, hancheng city, Yangling Demonstration Zone and eight cities (districts) in Xixian New Area. During the inspection, 8,221 enterprises, institutions and key points were inspected, and 3,937 environmental problems were found, accounting for 47.9% of the total inspection. For the existing environmental problems, 2,931 enterprises were required to be rectified within a time limit, 792 enterprises were put on file for punishment, 191 enterprises were shut down for treatment, 149 enterprises were seized and detained, 644 enterprises were shut down and banned, 7 enterprises were listed and supervised at the municipal level, 17 enterprises were transferred to public security organs for administrative detention, and 76 enterprises were held accountable by industry supervision departments.

According to Meng Weiping, deputy director of Shaanxi Environmental Protection Law Enforcement Bureau, there are many problems in the prevention and control of air pollution in eight cities (districts). In some areas, the importance of air pollution prevention and control is not well understood, and some problems such as environmental protection inspectors are still not rectified as required, and problems such as non-rectification, slow rectification and false rectification exist to varying degrees. At the same time, the supervision of gas-related enterprises is weak, and violations of laws and regulations are more common; The improvement of coal-fired boilers is slow.

In addition, 299 "scattered and polluted" enterprises in Xi 'an are widespread in 17 districts, counties and bases, and there are obvious shortcomings in mopping up, cleaning up, supervision and rectification. The rectification of the "dry belt" quarrying enterprises in Weibei is not complete. There are 72 quarrying and mining enterprises in Fuping, Pucheng, Chengcheng, Heyang and Baishui counties in Weinan City, which have hidden dangers of resurgence. The coal consumption of some regulated enterprises in Xi 'an has risen instead of falling. The coal consumption of Datang Xi 'an Thermal Power Plant and Xi 'an Guowei Starch Co., Ltd. in Huyi District increased by 32,618 tons and 24,631 tons respectively from October to May this year compared with the same period of last year. The task of coal reduction in Guanzhong area is grim.
