Outdoor advertising facilities that have been licensed in items (4), (5) and (6) of the preceding paragraph may continue to be retained within the licensing period. Sixteenth in any of the following circumstances, outdoor advertising facilities shall not be set up:
(a) affect the use of municipal public facilities, traffic safety facilities, traffic signs, fire control facilities, fire safety signs and permanent surveying markers;

(eight) other circumstances prohibited by laws, regulations, rules and relevant provisions of the state.
