Measures of Suzhou Municipality on the Administration of Outdoor Advertising Facilities

Article 2 These Measures shall apply to the establishment of outdoor advertising facilities and related management activities within the administrative area of this Municipality. Article 3 The term "outdoor advertising facilities" as mentioned in these Measures refers to the facilities set up to publish advertisements in outdoor public spaces by using buildings, public facilities, public venues, construction site enclosures, vehicles, low-altitude floating objects and other carriers, including exhibition boards, electronic display screens, light boxes, cloth (strips) and projections.

Outdoor advertising facilities include commercial outdoor advertising facilities and public welfare outdoor advertising facilities. Fourth outdoor advertising facilities should adhere to the principles of unified planning, rational layout, beautiful and clean, safety and environmental protection. Outdoor advertising facilities should be adapted to the urban regional functions and landscape, integrated with the historical, cultural and humanistic characteristics of the block, and coordinated with the surrounding urban environment and urban landscape. Special planning for outdoor advertising facilities shall plan a certain proportion of public outdoor advertising facilities. Eleventh county-level cities (districts) urban management departments shall, according to the special planning, prepare detailed planning of outdoor advertising facilities within their respective jurisdictions, which shall be implemented after being audited by the municipal urban management department and reported to the people's government at the same level for approval.

Detailed planning shall determine the number, type, location and specifications of outdoor advertising facilities. Twelfth urban management departments shall, in accordance with the technical requirements of the state and the province on city appearance, planning, environmental protection, safety, etc., jointly with the market supervision, natural resources and planning departments, formulate technical specifications for outdoor advertising facilities. Article 13 The compilation of special planning, detailed planning and technical specifications shall conform to the requirements of relevant laws, regulations and rules, and the urban management department shall publicize the draft of special planning, detailed planning and technical specifications, and solicit the opinions of advertising industry organizations and the public through forums and hearings. The publicity time shall not be less than 30 days.

After the approval of the special planning, detailed planning and technical specifications, the city management department shall publish the full text on the portal website and reply to the adoption of the opinions of the advertising industry organizations and the public. Fourteenth special planning, detailed planning and technical specifications after approval, shall not be changed without authorization; If it is really necessary to change, it shall be revised in accordance with the preparation procedures. Fifteenth it is forbidden to set up outdoor advertising facilities in the following places or areas:

(a) traffic signal facilities, traffic signs, traffic signs, traffic sentry facilities, permanent surveying markers;

(2) Road guardrails, pedestrian bridge guardrails, overhead track sound insulation windows (walls), road collision walls and sound insulation windows (walls);

(3) Layout of primary and secondary roads (belts);

(five) the top of the building or beyond the top of the building;

(six) the construction of high-level advertising facilities in urban built-up areas;

(seven) other places or areas prohibited by the people's government of the city or county (District);

(8) Places or regions prohibited by laws, regulations, rules and relevant provisions of the state.

Outdoor advertising facilities that have been licensed in items (4), (5) and (6) of the preceding paragraph may continue to be retained within the licensing period. Sixteenth in any of the following circumstances, outdoor advertising facilities shall not be set up:

(a) affect the use of municipal public facilities, traffic safety facilities, traffic signs, fire control facilities, fire safety signs and permanent surveying markers;

(two) noise pollution and light pollution, which affect the normal life of residents;

(3) Extending above or across the road;

(four) does not meet the standards of city appearance;

(five) the use of street trees or damage to green space;

(six) obstructing the rights of neighboring parties such as ventilation, lighting and transportation;

(seven) affect the personal or property safety;

(eight) other circumstances prohibited by laws, regulations, rules and relevant provisions of the state.
