Article 4 The municipal public utilities administrative organs in charge of the city's passenger taxi industry administration, responsible for the organization and implementation of these regulations. Chapter II operation and management of Article 6 the operation of passenger taxi business enterprises, must meet the following conditions:

(a) have in line with the provisions of the city's vehicles and the corresponding funds;

(b) have a fixed place of business;

(d) have the appropriate business management system. Article 7 Individual entrepreneurs operating passenger taxi business must meet the following conditions:

(a) a permanent residence in the city;

(b) have the required vehicles and the corresponding funds;

(c) have the municipal public utilities administrative organs recognized by the management of the unit to receive the certificate. Article 8 Drivers engaged in passenger taxi services must meet the following conditions:

(a) have a permanent residence in the city;

(b) have a motor vehicle driver's license issued by the public security organs of the city, with more than two years of driving experience;

(c) be qualified by the vocational training of passenger taxi;

(d) abide by laws and regulations.

Those whose qualification documents for passenger hire car drivers are revoked shall not engage in passenger hire car service within three years. It is prohibited to alter, forge, rent, buy or sell the passenger taxi operation license and passenger taxi permit. Chapter III Service Management Article 17 Enterprises operating passenger taxi business shall comply with the following provisions:

(a) comply with the laws, regulations, rules and systems for the management of passenger taxis;

(b) formulate service standards, procedures and practitioners of the code of practice, as well as vehicle maintenance, safety, security and other regulations;
