Overview of Suzhou Industrial Park Suzhou Industrial Park is an important cooperation project between the governments of China and Singapore (China-Singapore). It was established with the approval of the State Council in February 1994 and started in May of the same year. The park is located on the Jinji Lake in the east of Suzhou, with an administrative area of 288 square kilometers, three towns under its jurisdiction and a registered population of 261,111, of which the planned area of Sino-Singapore Cooperation Development Zone is 71 square kilometers. Our goal is to build Suzhou Industrial Park into a high-tech industrial park with international competitiveness and a modern, landscaped and internationalized new city.
As an important cooperation project between the Chinese and New Zealand governments, the development and construction of Suzhou Industrial Park has always been highly valued and cared for by the CPC Central Committee and the State Council. In the past eleven years, with the concerted efforts of both partners, the development and construction of the park has maintained a sustained, rapid and healthy development trend, with an average annual increase of about 41% in major economic indicators, with a cumulative tax payment of 25 billion yuan from the central and provincial governments and more than 311,111 jobs created. At present, the park accounts for about 4% of Suzhou's land, population and 7% of industrial electricity consumption, creating about 15% of the city's GDP, local general budget revenue and fixed assets investment, about 25% of registered foreign investment, foreign investment in accounts and about 31% of total import and export. At the same time, it consumes 5.9 tons of water and 1.22 tons of standard coal per 11,111 yuan of GDP, and produces GDP25 yuan and industrial output value 91 yuan per kilowatt-hour, reaching the world advanced level in the 1991s, initially embarking on a new road of industrialization with high output, low energy consumption and no pollution. 1. The industrial structure is more optimized. The park adheres to the road of economic internationalization and new industrialization, and strives to promote high-tech industrialization. Especially in recent years, we have actively innovated the concept of attracting investment and paid more attention to improving the quality and effectiveness of projects. Tax source projects, research and development projects, productive service projects and high-tech projects have increased significantly. In 2115, the newly registered foreign capital was US$ 3.81 billion, the foreign capital received was US$ 1.58 billion, and the registered domestic capital exceeded RMB 25 billion. There were 13 investment projects and 11 R&D projects in the world's top 511, and the number of new projects and employment in the service industry surpassed that in the manufacturing industry for the first time, with an average of 2 industrial enterprises started and put into production every day, all setting historical records. At present, the region has introduced contracted foreign capital of 23.95 billion US dollars, actually utilized foreign capital of 11.18 billion US dollars, and registered domestic capital of 76 billion yuan, forming a development pattern of two-wheel drive of domestic and foreign capital. From the perspective of regional structure, projects from Europe and America account for 49%, Japan and South Korea for 18%, Singapore for 6%, and Hong Kong, Macao and Taiwan for 22%. In terms of investment scale, there are more than 61 projects with an investment of over 111 million US dollars, including 6 projects with an investment of over 1 billion US dollars. The average investment of projects in the region exceeds 31 million US dollars, and 53 Fortune 511 companies have invested in 85 projects in the region. From the industrial level, the number of high-tech enterprises at or above the provincial level has exceeded 111, especially in IC, TFT-LCD, automobile and aviation parts, forming high-tech industrial clusters with certain international competitiveness. The park has become the largest LCD panel shipping base and chip packaging and testing base in China, and the production capacity of large buses and chips ranks among the top three in China.
2. The innovation ability is increasing. Over the years, we have always adhered to the road of connotative development, insisting on scientific and technological progress as the foundation of establishing and strengthening the region, and constantly increasing support for technological innovation. In 2115, we launched the "Leaping Plan" for science and technology to accelerate the pace of scientific and technological development in an all-round way. The investment in science and technology in the whole region increased from 21% to about 31%, and the contribution of scientific and technological progress reached more than 71%. From the perspective of innovation carrier construction, more than 211,111 square meters of scientific and technological achievements transformation bases, such as the National Electronic Information Industry Base, the National Integrated Circuit Industrial Park, the National Animation Industry Base, the National Entrepreneurship Service Center and the National Software Park, have been built successively. Among them, the International Science Park has gathered more than 91% IC design enterprises and 61% pure software research and development enterprises in Suzhou. From the cultivation of innovative subjects: actively implementing the strategy of giving priority to science and education, investing more than 3 billion yuan successively, and forming a relatively complete network of basic education, vocational education and higher education. At the same time, it pays attention to the introduction of high-end talents, compound talents and leading R&D talents, and has gathered more than 211 overseas students to set up enterprises, more than 51 multinational companies and national R&D and design institutions, 6 postdoctoral workstations, and more than 21,111 senior professional and technical personnel. From the perspective of creating an innovative environment, we have successively built a number of innovative functional platforms, such as Zhongke Integrated Circuit Design Center, Jiangsu Integrated Circuit Productivity Promotion Center and Suzhou Software Evaluation Center. We have set up special funds for venture capital, talent training, small and medium-sized enterprise start-up guarantee, IC design, software research and development, animation industry and biology, nanotechnology and other fields with a total amount of more than 2 billion yuan, and cooperated with Taiwan Province Yihe and Israeli Unlimited Venture Capital to form 11 venture capital institutions. At the same time, it is the first to establish an intellectual property protection center, and is currently creating a national intellectual property protection demonstration zone.
3. The development of tertiary industry came from behind. In accordance with the instructions of provinces and cities to speed up the development of modern service industry, we will actively promote the "multiplication plan" for the development of service industry in the park: that is, within five years, we will strive to quadruple the number of tertiary brand projects, triple the area of commercial carriers, quadruple the added value of service industry, and increase the proportion of service industry to GDP by 1-2 percentage points every year. In the past two years, we have made a fuss about "Jinji Lake, Yangcheng Lake and Dushu Lake", giving priority to the development of producer services. We have invested more than 21 billion yuan to build more than 611,111 square meters of large-scale production and service facilities such as modern logistics parks, science and technology cultural and art centers, and international Expo centers, and built 511,111 square meters of commercial carriers such as the left bank commercial street and Jinji Lake commercial plaza. More than 11 well-known commercial brands, such as Wal-Mart, Carrefour and Century Lianhua, have been introduced successively, and they have settled in more than 21 international logistics companies, such as Pross in the United States and Amtrak in Japan, and gathered more than 21 Chinese and foreign banks, such as Hongkong and Shanghai Banking Corporation and Standard Chartered in the United Kingdom, and more than 31 well-known professional institutions, such as PricewaterhouseCoopers and Deloitte & Touche, which have effectively promoted the accelerated upgrading of traditional service industry to modern service industry. 4. Urban functions have been continuously improved. The development of the park highlights the concept of "people-oriented", which better embodies economic development, scientific and technological progress and the harmonious unity between man and nature, and forms a strong comprehensive environmental advantage. (1) Insist on planning first. From the beginning of development, the park has worked out a forward-looking master plan, formulated and improved more than 311 professional plans, and established a scientific development procedure of "planning before construction, underground before ground" and a planning management system of "strict law enforcement". (2) Moderate investment in advance. It has invested more than 31 billion yuan in infrastructure construction, and basically completed the development of major infrastructure in the 71-square-kilometer Sino-Singapore cooperation zone in accordance with the standard of "nine connections and one leveling". (3) Create a good living environment with high standards. Firmly establish the concept of "green park", focus on the renovation and development of Jinji Lake, vigorously implement greening, lighting and beautification projects, actively build an ecological garden city, and successively build a number of open landscapes such as lakeside avenue, cultural water gallery, Hongfenglin and other supporting commercial service facilities such as cultural tourism, catering and entertainment, with a cumulative increase of 17 million square meters and a green coverage rate of over 45%, providing the best living and entrepreneurial environment for enterprises and residents in the area. At present, the employed population in the Sino-Singapore cooperation zone has exceeded 1.2 million, and the resident population is nearly 1 million, including more than 8,111 foreigners.
5. Harmonious economic and social development. According to the requirements of Scientific Outlook on Development and building a harmonious society, the park pays more attention to comprehensive, coordinated and sustainable development while accelerating its development. (1) Pay attention to intensive use of resources. 6. Give priority to the project of enriching the people. We have always given priority to governing for the people and enriching the people as the first responsibility of the Party committee and the government, and constantly intensified efforts to enrich the people and strengthen the region, coordinate urban and rural areas and develop a new socialist countryside. (1) Pay attention to the joint development of districts and towns. In accordance with the requirements of "urban-rural integration", the docking of district and town infrastructure has been accelerated, and a large-scale development pattern of "one body with two wings and north-south echo" has initially formed. In 2115, the fiscal revenue and new contracted foreign capital of the three towns under their jurisdiction accounted for 41% and 54% of the whole region respectively, and the foundation of enriching the people was further consolidated. At present, there are nearly 7 million square meters of newly-built relocation houses in the whole region, and 91% of farmers have moved into modern residential areas. The comprehensive strength of the three towns under their jurisdiction ranks among the top in the city, and Loufeng is also rated as the fourth among the top 1,111 towns in China. (2) Increase employment and entrepreneurship support. At present, 95% of the more than 41,111 land-expropriated laborers have been re-employed, and over 5,111 of them have started their own businesses. (3) Strengthen the social security function. The basic old-age insurance system for farmers, the rural cooperative medical care and serious illness co-ordination system, the maintenance of land-expropriated farmers and the basic living security system have been established successively; For the disadvantaged groups in society and rural areas, a poverty assistance system has been established to ensure that all the minimum living allowances are guaranteed. At present, the participation rate of enterprises has reached 1.111%, and there are more than 231,111 people participating in various types of insurance, basically achieving the goal of "providing for the elderly, helping the poor, helping the sick and being difficult to help".
7. Team building has been continuously strengthened. The park is an outpost of reform and opening-up. While vigorously developing the open economy, we adhere to the policy of "grasping with both hands and being hard with both hands" and strive to achieve fruitful results in the construction of two civilizations. (1) Strengthening the transformation of government functions. China-Singapore cooperation is constantly expanding in depth and breadth. At present, more than 1,711 people have attended the new training, and 68 implementation management measures and detailed rules have been worked out, basically establishing a "streamlined, unified and efficient" government structure, a "whole process, all-round and all-weather" service system, an "open, just and fair" and a transparent and standardized legal environment; Through open and democratic channels such as full recruitment, performance assessment, elimination of the last place and dynamic management, a cadre team with fine business, hard work style, reliability and ability has been formed. (2) Strengthening the construction of the Party's grass-roots organizations. At present, there are 14 party committees, 67 general party branches and 314 grass-roots party branches under the Working Committee, with more than 12,311 people in party member, and the construction of grass-roots party organizations has basically achieved "full coverage".
