We must seriously understand and thoroughly implement it. Today's meeting is mainly to thoroughly study and implement the spirit of the Fifth Plenary Session of the Sixteenth CPC Central Committee, the "two sessions" of the whole city and the provincial environmental protection work conference, summarize and review the environmental protection work of the whole city during the Tenth Five-Year Plan period and in 2115, and study and deploy the environmental protection work of the whole city in 2111. Below, I would like to make a few comments.
I. Review of the work in the past five years
The past five years have witnessed great attention and rapid development of environmental protection in our city. Under the strong leadership of the Municipal Party Committee and the Municipal Government and the careful guidance of the Provincial Environmental Protection Bureau, the broad masses of cadres and workers in the city's environmental protection front, guided by Theory of Three Represents and Scientific Outlook on Development, focused on improving the environmental supervision ability, and aimed at effectively protecting the green mountains and green waters of Xinyu, made pioneering efforts and worked hard. With the rapid development of the city's economy and social undertakings, the environmental quality remained stable and improved in some areas. Environmental protection work has entered the advanced ranks of the province. Outstanding performance in six aspects: First, the overall environmental quality remained stable, and some areas were improved. The main water environment in the city has reached the requirements of functional zoning; More than 75% of the days are in good condition, and the annual average dust fall in 2115 was 8.34 tons per square kilometer, which was 1.83 tons lower than that in 2114. The quality of urban acoustic environment has improved year by year. Compared with 2111, the average regional environmental noise in 2115 decreased from 63.5 dB to 58.6 dB. Second, the prevention and control of industrial pollution has achieved remarkable results. In 2114, the qualified rate of industrial wastewater in the city was 91.45%. Compared with 2111, ammonia nitrogen decreased by 27.83%, petroleum decreased by 15.85%, volatile phenol decreased by 37.78%, cyanide decreased by 85.29%, industrial smoke and dust decreased by 22.52% and 13.72% respectively, and the comprehensive utilization rate of solid waste increased by 12.87. Third, the ecological environment and natural protection have been strengthened. The city's nature reserves cover an area of 692 square kilometers, with a coverage rate of 21.87%. Completed the "Investigation on the Present Situation of Ecological Environment in Xinyu City", the Fairy Lake Scenic Area was approved as a pilot area for the construction of provincial-level ecological protection zones, and Fenyi County was approved as a pilot county for the national ecological demonstration zone. Fourth, the effective investment in environmental protection has increased year by year. In 2114, the investment in environmental protection was 435 million, an increase of more than 311 million compared with 2111. Fifth, the environmental protection infrastructure has been further improved. Invested 1.2 million yuan to build two automatic air quality monitoring stations in the north and south of the city. After the completion of the first phase of the Yuanhe urban section treatment project, the water quality has reached four categories from five categories; The comprehensive control of water pollution in Yuanhuiqu started, and achieved obvious control effect.
II. Work in 2115
2115 was the last year of the Tenth Five-Year Plan. During this year, many tasks of the environmental protection system in our city were affirmed by the provincial environmental protection bureau, the municipal party committee and the municipal government, and environmental monitoring, environmental law enforcement and environmental letters and visits entered the forefront of the province. Summarizing the work in the past year is mainly reflected in the following aspects.

Actively strive for the central environmental protection fund subsidy of 3 million yuan for Xingang Company, and provide high-quality environmental protection services for a large number of key construction projects such as the circulating fluidized bed generator set of Fenyi Power Plant, the gangue generator set of Huagushan Coal Mine, Huayuan carpet and the third phase technical transformation of Xingang.
while serving the city's economic development, environmental law enforcement and environmental supervision have been further strengthened. We have implemented the environmental impact assessment of construction projects and the "three simultaneities" system unswervingly, strictly controlled the environmental protection examination and approval of construction projects, and prevented the generation of new pollution sources. In the whole year, 86 projects were approved, with a total investment of 2.187 billion yuan, including 311 million yuan for environmental protection. Actively promoted the issuance of pollutant discharge permits, and issued four new pollutant discharge permits, which protected the interests of legal pollutant discharge enterprises. The environmental management system of our city has been further rationalized, and two environmental protection workstations, namely, High-tech Zone and Fairy Lake District, have been set up. After many efforts, the environmental protection agencies in Fenyi County and Yushui District will also be established independently. In 2115, our municipal bureau won 2.3 million yuan from the provincial bureau, which further enriched and improved the monitoring and supervision equipment in our city and improved the ability and level of environmental supervision in our city.

First, the comprehensive water pollution control project in Yuanhuiqu has been paid close attention to, which has significantly improved the water quality in Yuanhuiqu. According to the Work Plan of Water Pollution Control in Yuan Huiqu and the Plan of Discharge Reduction in Yuan Huiqu from 2115 to 2116, the water pollution control work in Yuan Huiqu was carried out in an all-round and orderly way, and the sewage treatment facilities of the production area in Xingangshan and the enterprises under the jurisdiction of Liangshan Town, the main pollution sources, were successively completed and put into use. No.1 Steel Plant of Xingang stopped production in an all-round way, reducing industrial wastewater by more than 1 million tons annually; Liangshan Steel Pipe Company invested 1.5 million yuan to build a pickling wastewater treatment project with a daily treatment capacity of 241 tons according to the inspection requirements of the provincial and municipal people's congresses on "environmental protection in Ganjiang River". The steel pipe factory of Xingang Special Steel Company has invested more than 711 thousand yuan to solve the problems of environmental protection facilities such as running, running, dripping and leaking; The cold strip factory of special steel company of Xingang has built two floating washing tanks and a set of acid scraper to prevent antirust oil and acid-containing wastewater from being discharged. The gravity separation project of coarse and fine powder of Liangshan Mining Co., Ltd. was completed and put into operation in March, which greatly reduced the tailings production and water consumption for mineral processing. The Taiping tailings dam project, a new tailings dam with an investment of 91 million yuan, is also under intense construction. Liangshan Mining Co., Ltd., Liangshan Shanlong Strip Company, Liangshan Jiulong Strip Company and other enterprises have also built a number of new pollution control facilities. At the same time, the concentrator and plastic granulation plant with small scale, backward technology and serious pollution along the canal were shut down and rectified. Through unremitting efforts, at present, the water quality of Yuanhuiqu has reached the third-class standard of surface water environmental quality except total nitrogen and ammonia nitrogen.
Second, focus on the prevention and control of pollution in Yuanhe River, and effectively protect Fairy Lake, the water of life in our city. Actively declare the provincial ecological function protection zone of Fairy Lake, and successfully passed the expert review organized by the Provincial Environmental Protection Bureau; Strengthen the monitoring of water quality changes in Fairy Lake, and urge hotels and restaurants in the lake area to install new pollution control facilities; It is forbidden to engage in tourism, cage fish culture and other activities near the water intake of drinking water sources; Urge cruise companies to strengthen management and protect the ecological environment. The environmental monitoring station of Fairy Lake actively carried out its work and wrote the Investigation Report on the Water Environment of Fairy Lake, which was submitted to the Municipal Party Committee, the Municipal People's Congress, the municipal government and relevant departments and received extensive attention. Especially for the serious pollution threat that may occur in the upper reaches of Fairy Lake, with the great attention of the municipal party committee and municipal government and the strong support of the Municipal People's Congress, we responded positively. At the "Yichun Zhongzhu Paper Chemical Pulping Project Hearing" organized by the provincial bureau, we argued for it and reflected the will and attitude of the cadres and the masses to "resolutely oppose Yichun Zhongzhu Paper's new chemical pulping project" to the higher authorities and relevant departments through various legal channels, thus preventing Yichun Zhongzhu Paper's chemical pulping project and preventing it.
(3) Strict law enforcement, enthusiastic service, focusing on fundamentally controlling the source of pollution, and promoting the harmonious development between man and nature

On the one hand, we should look back at the small-scale, backward technology and serious pollution enterprises such as the "Tenth Five Small" and "New Five Small" that were shut down and banned two years ago to prevent resurgence; On the other hand, we will continue to crack down on polluting enterprises within our jurisdiction, and ban and relocate 21 lime powder factories along the new European highway; Rectify 61 ore washing enterprises, 15 smelting enterprises, and shut down 35 small ore washing plants and smelters; Two cement plants, Hongda and Binhua in Hi-tech Economic Development Zone, have been treated within a time limit. At present, Xinyu Hongda Cement Products Co., Ltd. has stopped production and entered bankruptcy proceedings. Binhua Cement Co., Ltd. is also moving.
Second, noise control actions were carried out during the middle school entrance examination. Measures such as "opening a 24-hour noise pollution complaint hotline and conducting on-the-spot inspections in sections" were taken to strengthen noise control during the entrance examination for middle and high schools, and 45 cases of noise pollution complaints were handled in time, which created a quiet examination environment for candidates and was well received by the society.
thirdly, the mediation of environmental pollution disputes has been seriously carried out. Take measures such as setting up a complaint hotline, answering complaints 24 hours a day and accepting complaints online to smooth the channels of letters and visits to facilitate complaints from the masses. Timely, accurate and proper handling of complaints about environmental pollution disputes by the masses, solving disputes and contradictions at the grassroots level, and the number of environmental petitions is the lowest in the province, maintaining social stability. At the provincial environmental petition work conference, the environmental petition work in our city was commended by the provincial environmental protection bureau.
(4) Strengthen publicity, create an atmosphere, and make great efforts to improve the public and society's awareness of participating in environmental protection.
The activities of establishing green communities, green schools and green education bases were carried out, and Xinyu Power Plant Living Area was awarded the honorary title of "Green Community" by the Provincial Bureau. Carefully compiled the environmental quality bulletin of Xinyu in 2114 and the environmental protection column of Xinyu Yearbook. On May 1 and October 1, 2111, the city air quality daily report and the city air quality forecast were realized successively. Use the "6.5" World Environment Day and "12.4" Legal Publicity Day to vigorously publicize the knowledge of environmental laws and regulations and professional knowledge. Environmental protection publicity and education have been significantly enhanced.

Looking back on the environmental protection work in the past year, we have made some achievements, especially in the environmental assessment of construction projects, the closure and relocation of two seriously polluted cement plants in economic development zones, and the rectification of illegal sewage enterprises such as ore washing and smelting, which was fully affirmed by the provincial bureau at the just-concluded provincial environmental protection work conference. While seeing the achievements, we are also very clearly aware that some work still falls short of the requirements of the municipal party Committee, the municipal government and the masses. For example, serious local pollution in major water systems still exists, and agricultural non-point source pollution, especially livestock manure pollution, has not been effectively controlled; Environmental violations are still serious, some enterprises' pollution control facilities are not operating normally, and some "new five small" enterprises are resurgent; The low cost of environmental violations and the high cost of law-abiding are still widespread; The quality of atmospheric environment in the west of the city is lower than the second-class standard required by the state, the noise pollution in urban areas is still serious, and the law enforcement of environmental protection needs to be further strengthened, etc., all of which need to be effectively solved in our future work.
III. Outlook for the Eleventh Five-Year Plan
With the further acceleration of industrialization and urbanization in our city, it can be predicted that the contradiction between population, resources and environment in our city will further increase, and the environmental protection work will also face greater challenges. During the 11th Five-Year Plan period, how can we seize the opportunity and further improve our capacity building to adapt to the new development situation? How to solve these contradictions well in progress and development requires us to seriously think, actively explore, earnestly perform our duties, and promote the coordinated development of environmental protection and the city's economic and social undertakings.
