Article 1 In order to strengthen the management of tourism, standardize the order of the tourism market, safeguard the legitimate rights and interests of tourists and tour operators, according to the "Sichuan Provincial Tourism Management Regulations", the formulation of these measures. Article 2 The tourism fixed point referred to in these measures, refers to the operation of catering, accommodation, shopping, tourism transportation, culture and entertainment services, and other units, approved by the qualification to receive tourist groups. Article 3 The Sichuan provincial tourism administrative department is responsible for the province's tourism management. Above the county level tourism administrative department in accordance with the provisions of this approach is responsible for the management of tourism within the administrative area. Industry and commerce, public security, health, price, technical supervision, environmental protection, construction, transportation, trade, religion, culture, forestry and other administrative departments shall cooperate with the management of tourism designated. Article IV of tourism should be in line with the requirements of tourism planning, designated units should have the following basic conditions:

(a) complete legal business procedures;

(b) cleanliness, health and safety in line with the statutory conditions;

(c) have a good business reputation;

(d) with the reception of tour groups with appropriate facilities and equipment;

(v) have a sound management system;

(vi) have staff members who have undergone rigorous job training and have good ideological quality, business skills and appropriate foreign language proficiency.

The specific fixed-point conditions for each industry of tourism services shall be formulated by the provincial tourism administrative department in consultation with the relevant departments and reported to the provincial people's government for approval and announcement. Article 5 The application for a fixed point of tourism, shall submit the following documents to the administrative department of tourism:

(1) application for a fixed point of operation;

(2) a copy of the business license;

(3) proof of legal business qualifications of other documents. Article 6 If an enterprise registered in the industrial and commercial administration department above the province applies for tourism spotting, the provincial administrative department of tourism shall accept the application and be responsible for the approval. Other enterprises or individual businessmen to apply for tourism designated by the city, prefecture, state tourism administrative department or its commissioned county-level tourism administrative department to accept applications and responsible for approval, and reported to the provincial tourism administrative department for the record. Star-rated hotels (hotels) with tourism fixed qualifications, without further application and approval.

The administrative department of tourism shall approve the application within 30 days from the date of receipt of the application for tourism designation. If the conditions are met, the tourism fixed-point mark shall be granted; if it is not approved, a written reply shall be given with reasons.

The sign of tourism fixed point shall be uniformly made by the provincial tourism administrative department. Tourism fixed-point units should be fixed-point sign hanging in the business premises in a conspicuous position. Article 7 The road transportation operating units applying for tourism fixed-point shall have the operating qualifications confirmed by the road transportation administrative department. Upon examination by the administrative department of tourism, the qualified enterprises shall be awarded the tourism fixed-point sign. The fixed-point enterprises of the transport vehicle, by the road transport management agencies to review the technical condition of the vehicle, meet the conditions of the administrative department in charge of tourism uniformly issued the corresponding logo. Article VIII of tourism designated units and their employees shall abide by the law, legitimate business, shall not give or accept kickbacks. Travel agencies, tour guides shall not collude with fixed-point units, coercion, fraudulent tourists. Article IX tourism designated units shall promptly resolve the complaints of tourists, the legitimate rights and interests of tourists have been harmed, shall be compensated. Article X. Tourism designated units should be reported to the administrative department in charge of tourism quarterly reception of tourist groups operating statistics, accepting complaints from tourists statistics. Article XI of tourism designated units of legal representatives, scope of business, changes in business premises or suspension, closure, etc.. Shall apply for business registration and reported to the administrative department in charge of tourism for the record. Article XII of the tourism designated unit designated sign labor costs, according to the provincial price department approved standards.

Tourism administrative departments shall not raise the fees without authorization, shall not charge management fees and quality assurance of tourism designated units, shall not be charged for tourism designated vehicle signs, not the annual inspection of tourism designated units. Article XIII of the implementation of this approach to the outstanding achievements of the tourism designated units and their staff, by the administrative department in charge of tourism to give recognition and rewards, and recommended to the community. Article XIV of tourism designated units in violation of the provisions of these Measures, do not report on a regular basis to receive tour groups operating statistical tables, accepting complaints from tourists statistical tables, the administrative department in charge of tourism shall order them to make corrections within a certain period of time. Article 15 The tourism designated unit of one of the following circumstances, the administrative department in charge of tourism ordered to make corrections within a certain period of time; if it fails to do so, it shall be notified and criticized; if it refuses to make corrections or repeatedly fails to do so, it shall cancel the qualification of the designated unit and make a public announcement:

(1) Failure to hang the sign of the designated unit of tourism in accordance with the regulations;

(2) Unjustified competition in the operation of tourism;

(3) Loss of tourism fixed-point conditions;

(4) Tourism fixed-point transportation enterprises and their vehicles, arbitrarily change the operation plan of the tour group or have on the way to refuse to carry, extortion and blackmail;

(5) have other damage to the legitimate rights and interests of tourists. Article XVI of the tourism designated unit was canceled by the qualification of the designated, within one year may not apply for tourism designated; was canceled by the second qualification of the tourism designated by law, may not apply for tourism designated. Article XVII of travel agencies, tour guides and fixed-point unit collusion, coercion, fraudulent tourists, by the administrative department in charge of tourism in accordance with the "Regulations on the Management of Travel Agencies", "Sichuan Provincial Tourism Management Regulations" of the relevant provisions of the penalties.
