The tourism administration department is responsible for the management, supervision and coordination of cruise ship site selection, evaluation, product development, service standards and market operation.
Other relevant administrative departments, such as public security, price, planning, environmental protection, urban management, water supply, industry and commerce, shall be responsible for the relevant upstream water management according to their respective responsibilities. Article 5 The investment and construction unit of landscape protection project around Gucheng River shall be responsible for the market-oriented development and utilization of resources around Gucheng River. Sixth planning, tourism and other relevant departments shall, according to the overall planning of Suzhou, formulate the development plan of the upper reaches of the ancient city river, and guide the rational and orderly development of the upper reaches of the ancient city river. Chapter II Management of the Right to Operate Article 7 An enterprise engaged in business in the upper reaches of the rivers around the ancient city shall have the qualification of an independent legal person and obtain the right to operate through bidding. Article 8 Enterprises participating in upstream water bidding shall meet the relevant opening conditions stipulated by the departments of transportation, tourism, public security and environmental protection, and meet the following requirements:
(1) Having the corresponding conditions required by the water transport business license;
(two) have the corresponding conditions required for the fixed-point operation of upstream water sources;
(3) Having the corresponding conditions required by the special trade license;
(four) other relevant provisions of the tender requirements. Article 9 Enterprises around the upper reaches of Gucheng River that have obtained the right to operate through competitive bidding shall, before operating, apply for the waterway transportation business license issued by the transportation department, the fixed-point certificate of foreign-related tourist boats issued by the tourism department and the special trade license issued by the public security department. Tenth cruise ships around the upper reaches of the ancient city river should be included in the quota management. The transportation, tourism and other departments shall, jointly with the investment and construction unit of the ancient city river landscape protection project, formulate the annual cruise ship launch adjustment plan according to the market demand and the specific conditions around the ancient city river.
The investment and construction unit of the landscape protection project around the ancient city river shall organize the bidding for the management right of the upper reaches of the ancient city river according to the adjustment plan of the cruise ship. The winning bidder shall sign a paid use contract with the investment and construction unit of the protection project around the ancient city river.
Measures for the bidding of the upper reaches of the rivers around the ancient city shall be jointly formulated by the departments of transportation, tourism and environmental protection and the investment and construction units of the river protection projects around the ancient city. Eleventh enterprises engaged in business in the upper reaches of the rivers around the ancient city can only buy or build cruise ships after winning the bid. No ships purchased or built without authorization are allowed to be put into operation around Gucheng River. After the design of the new cruise ship is completed, the design scheme should be reported to the departments of transportation, tourism, environmental protection and public security for the record. Article 12 A cruise ship put into operation shall apply for a ship business transport certificate, a ship inspection certificate, a ship registration certificate issued by the transportation department and a foreign-related tourist ship fixed-point certificate issued by the tourism department. Thirteenth operators and cruise ships that were originally approved to engage in business in the upper reaches of the rivers around the ancient city shall be reassessed in accordance with the conditions stipulated in these Measures. In line with the conditions, it shall sign a paid use contract with the investment and construction unit of the ancient city river landscape protection project, and pay the paid use fee according to the contract. Fourteenth investment and construction units around the ancient city river landscape protection project shall set up special management institutions to be responsible for unified management, unified ticket sales and unified routes. Chapter III Operation and Management Article 15 A cruise ship shall not be anchored, and the right to operate the ship shall not be transferred or transferred in disguise without the consent of the original examination and approval department. Sixteenth cruise ships engaged in water sightseeing shall abide by the relevant tourism laws and regulations of the tourism administration department and standardize their business behavior. Seventeenth upstream operators must abide by the laws, regulations and rules of environmental protection, prevention and control of environmental pollution. Eighteenth cruise ships engaged in upstream waters must meet the prescribed standards in hull, noise, sewage and supporting services:
(a) the hull is neat and beautiful, the ship is in good condition, the decoration is coordinated, the line of sight is good, and a unified "water upstream" sign is installed in a prominent position of the hull;
(2) Set up a garbage collection device. Cruise ships with toilets must be equipped with feces collection equipment, cruise ships with kitchens must be equipped with catering sewage collection equipment, and garbage, feces and catering sewage collected on board must be sent to designated docks for centralized collection and treatment;
(3) Noise, dirty oil and waste gas discharged by cruise ships shall meet the environmental protection standards stipulated by the state;
(4) The general schematic diagram of the cruise ship, tourist information, tour guide map, price list and tourist suggestion book shall be hung on the cruise ship, and obvious signs in Chinese and English such as tourist consultation and complaint telephone number shall be set up in a conspicuous position;
(5) Cruise ships put into operation must be equipped with full-time tour guides or tour guide equipment, among which cruise ships with a seat of 100 or more should be equipped with at least two full-time tour guides or audio tour guide equipment in at least three languages (Chinese and English are the necessary languages) to provide tour guide services for tourists;
(six) equipped with first aid kit and other facilities and equipment.
