Article 2 These Regulations shall apply to the activities such as the generation, collection, transportation, consumption, utilization, supervision and management of construction waste in the areas where urbanization management is implemented in this Municipality.

Article 3 The disposal of construction waste shall follow the principles of reduction, recycling, innocuity, and whoever produces and bears the responsibility for disposal.

Article 4 The people's governments at the municipal and county levels shall incorporate the management and resource utilization of construction waste into the overall planning of national economic and social development and the national land and space planning, formulate measures for reducing the source of construction waste and supporting policies for comprehensive utilization, and coordinate major issues in the management of construction waste. Article 5 The administrative department in charge of urban management shall be responsible for the supervision and management of construction waste disposal, and relevant departments shall do a good job in the management of construction waste in accordance with their respective responsibilities and the provisions of these Regulations. Article 6 This Municipality implements a system of classified treatment of construction waste. The Municipal People's Government shall formulate standards for the classification of construction waste and make them known to the public. Article 7 No unit or individual may dump, scatter or pile up construction waste at will. Eighth construction units, construction units or construction waste transport units that produce construction waste shall apply to the competent administrative examination and approval department for the disposal of urban construction waste, and can only be disposed of after approval. Article 9 The construction unit may stipulate in writing that the construction unit is the responsible unit for the disposal of construction waste on the construction site, and stipulate the specific requirements and relevant measures for the construction waste management by the construction unit on the construction site; If the responsibility of the construction unit is not clearly stipulated, the construction unit shall be the responsible unit for the disposal of construction waste on the construction site.

Article 11 The units responsible for the disposal of construction waste on the construction site shall abide by the following provisions:

(1) Classify the construction waste generated on the construction site, and shall not mix with industrial waste, domestic waste and other toxic harmful waste;

(2) The construction waste shall be removed in time, and dust-proof measures such as covering and temporary greening shall be taken for those that cannot be removed temporarily;

(3) Set up vehicles washing and cleaning facilities that meet the requirements, and allocate full-time cleaning staff. Vehicles entering and leaving the construction site can only leave after being cleaned by washing and cleaning facilities;

(4) equipped with video monitoring facilities networked with regulatory authorities;

(5) Other requirements stipulated by laws and regulations. Eleventh residents' household decoration garbage should be collected in bags, and classified into property service enterprises, street offices or temporary construction waste dumps designated by the town people's government.

the administrative department of urban management is responsible for the unified disposal of household decoration garbage, and publicizing the convenience service measures at the temporary dump of construction garbage. Twelfth construction waste transport units shall abide by the following provisions:

(a) shall not exceed the approved scope of transportation of construction waste;

(2) The construction waste transported shall not be subcontracted or subcontracted;

(3) Transport vehicles should be washed consciously before driving out of the construction site, and the wheels should not run with mud;

(4) The transportation shall be closed, and construction waste shall not be discarded or scattered along the way;

(5) Carrying the approval document of construction waste disposal with the vehicle and consciously accepting supervision and inspection;

(6) transport according to the specified time, route and place;

(7) standardize the use of electronic devices such as transport vehicle driving records and satellite positioning, so that drivers can drive safely and civilized;

(8) Other requirements stipulated by laws and regulations. Article 13 The administrative department of urban management shall, jointly with the departments of natural resources, planning, ecological environment, etc., work out a plan for the establishment of the disposal site for construction waste according to the needs of urban construction and management, and submit it to the people's government at the same level for approval.

the people's governments at the municipal and county levels shall organize the construction of construction waste disposal sites according to the planning of the construction waste disposal sites. Article 14 No unit or individual may set up sites for the consumption and disposal of construction waste in the following areas:

(1) Nature reserves and scenic spots; (2) Basic farmland and ecological public welfare forest land;

(3) the protection scope of rivers, lakes, reservoirs and channels;

(4) centralized groundwater supply source and recharge area;

(5) spillway and its surrounding area;

(6) Other areas as stipulated by laws and regulations. Article 15 The operating unit of the construction waste disposal site shall abide by the following provisions:

(1) Disposal or utilization of construction waste in accordance with regulations, and industrial waste, domestic waste and other toxic harmful waste shall not be disposed of;

(2) keep the relevant equipment and facilities of the construction waste disposal site intact and the surrounding environment clean and tidy;

(3) Vehicles leaving the construction waste disposal site shall be cleaned by washing and cleaning facilities before leaving;

(4) Other requirements stipulated by laws and regulations.
