Chapter I General Provisions Article 1 In order to strengthen municipal waste management and maintain a clean, beautiful and comfortable urban production and living environment, these Measures are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Environmental Pollution by Solid Waste, the Regulations of the State Council on the Administration of Urban Appearance and Environmental Sanitation and the Regulations of Dalian on the Administration of Urban Environmental Sanitation. Article 2 The term "waste" as mentioned in these Measures refers to solid and liquid substances generated by units and individuals in production, operation, construction and daily life that need to be discarded and discharged (excluding wastewater discharged through urban drainage networks). Third units and individuals in the urban planning area and towns of Dalian shall abide by these measures. Article 4 The municipal, county (city) and district people's governments and the urban construction management departments of Dalian Economic and Technological Development Zone, Dalian Bonded Zone, Dalian Hi-tech Industrial Park and Dalian Jinshitan National Tourism Resort are the environmental sanitation administrative departments within their respective jurisdictions, and their environmental sanitation management institutions are responsible for the daily management of wastes. Sub-district offices and town people's governments shall be responsible for waste management in their respective jurisdictions under the guidance of environmental sanitation management institutions. Article 5 Environmental sanitation administrative departments at all levels shall, jointly with relevant departments, effectively control the generation of wastes, gradually implement classified discharge, collection, transportation and treatment of wastes, carry out research and development, popularization and application of multi-level harmless treatment technologies for wastes, and do a good job in comprehensive utilization of wastes. Chapter II Cleaning, Collection and Transportation of Wastes Article 6 Units (including self-employed persons, the same below) are responsible for cleaning, collecting and discharging wastes generated from buildings (hospitals), fields (institutes) and land and waters under their management. Article 7 Garbage and excrement discharged by a unit (including temporary discharge) shall be discharged at the time, place and manner specified by the environmental sanitation management agency.

Residents' domestic garbage shall be dumped or piled up at designated places, and the domestic garbage disposal fee shall be paid in accordance with the provisions of the municipal government; If the wastes such as sand, gravel and wood produced by decoration need to be discharged, they shall be discharged at the time and place designated by the environmental sanitation management institution. Article 8 It is forbidden to spit, spit chewing gum or discard wastes such as peels and cores of melons and fruits and packaged goods. It is forbidden to dump non-domestic garbage into garbage containers or mix it with domestic garbage for discharge (storage). Article 9 In areas where domestic garbage is collected in bags or by classification, units and residents shall put domestic garbage into classified collection bags or disposal devices (facilities) in accordance with the requirements stipulated by the environmental sanitation management agencies. Article 10 A catering business unit shall put the wastes it produces into containers that meet the requirements and discharge them in the manner prescribed by the environmental sanitation management institution. Article 11 Units and individuals that produce flammable, explosive, toxic, bacteriological, radioactive and corrosive wastes shall separately store hazardous wastes in a sealed manner in accordance with relevant state regulations, and set up identification marks. Twelfth discarded furniture, office appliances, household appliances, bicycles and other large waste units and individuals, should be piled up at the specified time and designated collection places. Thirteenth waste should be removed in time according to the following requirements:

(1) Domestic garbage and hazardous garbage should be removed in the current month;

(two) the maintenance and dredging of septic tanks, sewers, drainage ditches (wells), laying sidewalk bricks and pruning trees and other operations of waste, with the production of removal;

(3) Feces and other wastes stored in septic tanks shall be removed regularly according to the requirements of environmental sanitation management institutions. Fourteenth vehicles that are easy to fly and leak liquids and wastes should be closed or covered. Special sealed vehicles should be used to transport feces, dirt and hazardous waste. It is forbidden to leak waste during transportation.

Waste transport vehicles should be clean, clearly marked and complete, and have the conditions and facilities suitable for the nature of waste transport. Chapter III Control, Utilization and Disposal of Wastes Article 15 Units and individuals engaged in urban construction, production and business operations shall take various measures to avoid or reduce the generation of wastes. Units that produce a large amount of waste should install and use equipment such as material crushing, compression or slag-water separation to reduce waste discharge. Article 16 All kinds of commodities sold in cities should be packaged reasonably, and the proportion of packaging materials should be reduced, and the words or patterns of waste treatment or recycling should be marked on the outside of packaging materials. Packaging should be made of paper products or other recyclable materials. Seventeenth business, agriculture and other relevant departments should gradually organize clean vegetables into the city or clean vegetables processing and listing, to reduce vegetable waste. Eighteenth under the unified arrangement of environmental sanitation management institutions, centralized harmless treatment of waste. Among them, the garbage containing poison and bacteria must be burned, and the residue can be treated harmlessly at the designated place only after it reaches the specified discharge standard through identification and inspection.

Flammable, explosive, corrosive, radioactive and other hazardous wastes should be disposed of in accordance with relevant state regulations. Nineteenth urban manure treatment should be gradually incorporated into the urban sewage treatment system. Where there is no sewage pipe network, septic tank treatment facilities that meet the sanitary requirements shall be built. Twentieth garbage treatment plant (field) construction and management should comply with national and local environmental hygiene standards and environmental protection requirements.

Personnel or vehicles entering the plant (field) shall abide by the rules and regulations of the garbage disposal plant (field) and obey the scheduling and management of the management personnel of the garbage disposal plant (field).
