According to the Measures for the Management of Funds Revenue and Expenditure of Grass-roots Trade Unions issued by the General Office of the All-China Federation of Trade Unions, grass-roots trade unions can use membership fees to organize their members to watch movies, cultural performances and sports competitions, and carry out spring tours and autumn tours to buy annual tickets for local parks. Insufficient membership dues can be supplemented by trade union funds, and the supplementary fees shall not exceed three times the income of the grassroots trade unions in that year.

According to the regulations, members of grass-roots trade unions should go back and forth for spring outing and autumn outing every day, and may not carry out spring outing and autumn outing activities in scenic spots explicitly prohibited by relevant departments.
