(Except for the existing six street offices 1 1 canteens), new 1 community canteens will be built in each of the five street offices lacking community canteens, which basically meets the catering needs of the elderly in the community; Provide housing and financial support for community elderly canteens to ensure the healthy and sustainable development of community elderly canteens.
(2) Functional orientation. The canteen in the community for helping the elderly adheres to the public welfare attribute, and provides dining and food delivery services at preferential prices for the elderly over 60 years old who are registered and live in Shinan District, especially those who cannot take care of themselves, are widowed, live alone and have empty nests. Encourage the provision of services for residents of all ages on the premise of giving priority to meeting the needs of the elderly.
Second, the construction mode and construction standards
(A) the construction mode
The venue of the community elderly canteen should be provided free of charge by the sub-district office. If the street office has no housing, it can also be rented by the operator. Sub-district offices choose high-quality catering enterprises to operate through bidding or entrusted operation, and operators undertake the construction and operation of community elderly canteens.
(2) Construction standards
Try to choose the house facing the street on the first floor as a community canteen for the elderly. If the house is above the second floor, it should be equipped with an elevator to facilitate the entry and exit of the elderly. The construction area of the community old-age canteen should reach 50- 150 square meters, with a unified name and logo in the whole region, which is called "the old-age canteen in the community of * * street in Shinan District". Operators shall obtain relevant business licenses, food business licenses, employees' health certificates and other licenses. Restaurants should be equipped with aging facilities and supervision equipment, and networked with the supervision software platform of the district pension service quality guidance center to realize the functions of dynamic statistics of the number of people helping meals and service supervision.
Third, service standards.
The canteen in the community for helping the elderly provides at least one lunch for the elderly every day, and the lunch should be a preferential package for the elderly, with a minimum of 10 yuan. The standard of the package is not less than one meat, one dish and one soup, and one meal of steamed stuffed bun, jiaozi and other pasta can be provided every week. Advocate the elderly to eat in community canteens, help the elderly, and provide paid food delivery services to the elderly with food delivery needs; For elderly people with difficulties who meet the conditions of free lunch delivery, free lunch delivery service will be implemented, and the food delivery expenses will be borne by the district finance.
Fourth, support policies.
(a) to provide free housing or rental subsidies. The housing of the elderly canteen in the community can be solved by the street office by adjusting the use of supporting houses in the community, renting social houses, and expanding the home community pension service station. Street offices can not provide real estate, but also by the entrusted business unit lease. For community canteens (including stocks and new buildings) that entrust business units to rent their own houses, housing rental subsidies will be given. The amount of subsidy is calculated according to the actual rental price, with the unit price not exceeding 900 yuan/m2/year and the total amount not exceeding 200,000 yuan/year.
(two) the issuance of one-time construction incentive subsidies. Give a one-time construction incentive subsidy to the newly-built community canteen for the elderly. The amount of subsidy is calculated by 600 yuan/square meter, with a maximum of 200,000 yuan.
(3) granting operating subsidies. According to the principle of government leading, market operation and appropriate subsidies, we will operate and manage community canteens for the elderly in good faith (including stocks and new ones). If the average daily lunch service for the elderly is not less than 40 people, the district finance will provide a maximum subsidy of 60,000 yuan per year. The above operating subsidies include labor, water, electricity, gas, heating, meals for the elderly in low-income poor families, accidental injury insurance for service personnel, meals for the elderly in disabled, semi-disabled and severely disabled families, etc.
According to the number of lunches provided to the elderly in the community every day (including existing and new ones), subsidies will be given according to the standard of 8 yuan per person per meal; For the elderly in low-income poor families, subsidies are given according to the standard of per person per meal 14 yuan. At the end of each month, according to the actual data of the elderly dining in the current month, it will be paid in the form of virtual currency to the special prepaid card of the intelligent face recognition supervision equipment installed in the elderly canteen, which is only used for dining in the elderly canteen and cannot be discounted or deducted for other purposes.
(four) payment of supervision equipment installation subsidies. Subsidize the installation of intelligent face recognition supervision equipment in existing community elderly canteens. The standard is to send 4000 yuan at a time. The installation fee of the intelligent face-brushing supervision equipment in the newly-built elderly canteen is included in the one-time construction incentive subsidy and will not be distributed separately.

(a) after the completion of the community dining hall for the elderly, the operator shall promptly go to the District Civil Affairs Bureau for filing, and may apply for relevant subsidy funds after filing.
Housing rental subsidies are paid twice a year, in July, the first half of the year and the second half of 5438+ the following year 10. Third-party operators apply to their neighborhood offices, submit subsidy application forms and relevant supporting materials, and report to the District Civil Affairs Bureau for approval after the neighborhood offices audit. After the examination and approval, the subsidy funds will be allocated according to the regulations.

In July each year, the operating subsidy for the first half of the year will be paid, and in June the following year, the operating subsidy for the second half will be paid. (four) the construction incentive subsidies and supervision equipment installation subsidies are one-time subsidies. New community canteens can apply for one-time construction incentive subsidies after filing, and existing community canteens can apply for supervision equipment installation subsidies after filing. The third-party operating agency shall apply to the street office where it is located, submit the application form and relevant certification materials, and report to the District Civil Affairs Bureau for examination and approval after being audited by the street office. After the examination and approval, the subsidy funds will be allocated according to the regulations.
Safeguard measures of intransitive verbs
(a) clear job functions. Sub-district offices are responsible for overall planning in combination with the actual situation in the jurisdiction. The streets of the existing community elderly canteens should implement supporting policies, urge operators to standardize safe operation, and continuously improve the quality of meals and the satisfaction of the masses. Sub-district offices without community canteens for the elderly should implement the construction of community canteens for the elderly, carefully select operating agencies, and ensure the completion of the construction of community canteens for the elderly before the end of July. The District Market Supervision and Administration Bureau is responsible for conducting regular spot checks on the kitchen hygiene of the community canteens for the elderly, and ordering the community canteens with poor kitchen hygiene conditions, substandard food hygiene conditions and irregular food procurement channels to make rectification. The District Civil Affairs Bureau is responsible for the policy formulation, business guidance and information supervision platform construction of community elderly canteens, strengthening the supervision of community elderly canteens, establishing daily management ledgers, organizing a comprehensive evaluation every six months, and publicizing it to the public.
(2) standardize the operation order. Community canteens for the elderly should put food safety and quality in the first place, pay attention to kitchen hygiene and food hygiene, ensure that the procurement channels of ingredients are formal and assured, ensure that the internal and external environment is clean and tidy, disclose recipes in advance every week, change recipes regularly, and ensure the supply of rich and varied meals. In the process of food and beverage cooking, it is necessary to implement "bright kitchen" through transparent glass windows or video display, and take the initiative to accept public supervision. Community canteens for helping the elderly shall post their business licenses (registration certificates of social service organizations), food business licenses, health certificates of employees, meal fee standards, food safety management systems and telephone hotlines in a conspicuous position, and accept supervision.
(3) Make extensive publicity. Sub-district offices should use TV, Internet and self-media to increase the publicity of community elderly canteens, improve the awareness rate of the elderly and increase the number of diners in community elderly canteens. Fully mobilize the initiative of social forces to participate in the construction, attract high-quality caring enterprises to participate in the operation, and improve the service level of community elderly canteens.
(4) Strengthen the assessment. The construction and operation of community elderly canteens will be included in the assessment project of district sub-district offices. The District Civil Affairs Bureau is responsible for refining the assessment indicators, clarifying the assessment contents and scientifically arranging the assessment weights. Promote the construction and standardized operation of the elderly canteen through evaluation, including food safety, food quality, the number of elderly people dining, income from main business, satisfaction of the elderly, etc. The evaluation results are the main basis for issuing operating subsidies and replacing operating entities.
