Second, the scope and basis of completion acceptance

(1) Scope of completion acceptance

(2) Completion acceptance conditions

According to state regulations, when a construction project is put into production after completion and acceptance, it shall meet the following conditions:

1. The production project and auxiliary public facilities have been completed according to the design requirements and can meet the production requirements.

(3) Basis for completion acceptance

The main basis for the completion and acceptance of construction projects includes the following aspects.

1. Various documents approved by the superior department for this project. Including feasibility study report, preliminary design and various documents related to project construction.

2. Engineering design documents. Including construction drawings and descriptions, equipment technical specifications, etc. _

3. Various standards and norms promulgated by the state. Including the current engineering construction and acceptance specifications.

4. Contract documents. Including the work contents and standards of the construction contract, as well as the notice of design modification and change in the construction process.

Third, the completion acceptance procedures

The project completion acceptance can be divided into two stages: the completion acceptance after the completion of a single or unit project and the completion acceptance after the completion of all projects. The program is shown in figure 1.

(1) The contractor applies for acceptance.

The acceptance of a single project is also called completion acceptance, that is, it can only be put into use after the owner has passed the acceptance. Preliminary acceptance refers to the acceptance by all parties involved in the construction without the final acceptance by the relevant competent departments of the state.

The completion acceptance organized by the Owner is mainly based on the relevant technical specifications and construction contracts issued by the state, and the following aspects are inspected or tested.

1. Check and verify the completeness and accuracy of all technical data of completed projects to be handed over to the owner.

2. According to the design documents and contracts, check whether there are any omissions in the completed projects.

3. Check the project quality, acceptance data of the stable cover project, construction records of key parts, etc. And check whether the construction quality meets the contract requirements.

4. Check whether the test records and problems found in the test have been corrected.

5. If there are items that need to be reworked and repaired during handover and acceptance, the completion period shall be clearly specified.

After acceptance, the owner and the contractor jointly sign the completion acceptance certificate. A contract that has passed the acceptance of a single project shall, in principle, no longer go through the acceptance formalities after all the projects have passed the acceptance.

(3) Completion and acceptance of all projects

After the completion of all engineering construction, the completion acceptance organized by the relevant competent departments of the state is also called use acceptance. The owner's participation in the completion acceptance of all projects is divided into three stages: acceptance preparation, pre-acceptance and formal acceptance. The work contents and procedures of each stage are shown in Table 3.

After the completion and acceptance of the whole project, the owner shall handle the formalities for the delivery and use of fixed assets in time. At the time of completion and acceptance, the single project that has been accepted can no longer go through the acceptance procedures, but the certificate of completion and acceptance of the single project should be explained as an annex to the completion and acceptance.

For a large-scale construction project, it is impossible to handle all the problems well and leave no tail at the time of completion and acceptance. For these problems, we should properly handle them realistically, and the common remaining problems mainly include the following aspects.

1. There are three kinds of unfinished work left over:

(1) Requires the contractor to complete the unfinished work within the contract scope within a limited time.

(2) The owner can assign a small amount of finishing work to the production unit at one time or in stages. Capital construction investment (including payment for goods) is still carried over by bank supervision. However, from the time the lump sum investment is allocated to the production unit, large and medium-sized projects will be cancelled from the plan and will no longer be listed as large and medium-sized projects.

(3) For projects that are put into production by stages, a small amount of unfinished work left over from the previous project acceptance can be organized and implemented together with the next project construction.

2. On the issue of collaboration, there are two situations to consider:

(1) If external conditions such as raw materials and cooperative supply materials are not implemented or changed after production, the owner and relevant competent departments shall solve them in time after acceptance and delivery.

(2) Due to high product cost and low price, or poor product sales, industrial projects that will suffer losses after acceptance and production should still be organized for acceptance on time. After the delivery of production, the owner should do a good job in management, improve the level of production technology, increase income and reduce expenditure and other measures to solve the loss.

3. "Three wastes" treatment: The "three wastes" treatment project must be completed and delivered at the same time as the main project in strict accordance with regulations. If it is unqualified, the acceptance committee shall, jointly with the local environmental protection department, handle it differently according to the "three wastes" hazard procedure:

(1) If the hazard is very serious, the test run is not allowed until the "three wastes" are treated and solved, otherwise the responsibility will be investigated.

(2) The harmful consequences are not very serious. In order to give full play to the investment benefit quickly, it is acceptable to handle the procedures for the transfer of fixed assets, but sufficient investment and materials should be arranged to complete the treatment project within a time limit. Within the time limit, the environmental protection department may, according to the specific circumstances and with the consent of both parties, reduce or exempt the sewage charges as appropriate. If the recovery is not completed within the time limit, the environmental protection department has the right to order the suspension of production or collect sewage charges.

4. Labor safety measures: Labor protection measures must be completed and put into use at the same time as the main project in strict accordance with regulations. For the safety and health protection facilities that must be added after completion or found during trial operation, investment and materials should be arranged to be completed within a time limit. 5. Process technology and equipment defects: For projects with process technology problems and equipment defects, in addition to investigating the economic responsibilities and claims of relevant parties, they can be treated differently according to different situations: (1) For projects that have been put into trial operation and proved that the equipment performance can not meet the design capacity, the consent of the original approving unit can be obtained after the claim, and the design capacity can be re-approved according to the actual situation during acceptance.
