Baibu Town has a long history, and its culture began with Majiabang culture 7000 years ago. The site of Xiantan Temple, which represents Liangzhu culture and Songze culture, was found in the territory. In the thirty-seventh year of Qin Shihuang's east tour, Changshui Town was changed to Boxing Town, with water blocking as weir and seven capitals and one post in Changshui Town.

In the third year of Emperor Jing of Han Dynasty (before 154), Haiyan County was re-divided into townships, pavilions, Li and Lu areas, and there were 26 townships in the county: Huangpu Township, Xupu Township, Wanghai Township, Yun Jian Township, Guyang Township, Beiping Township, Julang Township, LAM Raymond Township, Panlong Township, Hengshentang Township and so on. In the Tang Dynasty, the land was a long water town.

In the early Ming Dynasty, it belonged to the seventh and eighth capitals of Changshui Town, and after nine years of Wanli (158 1), it belonged to the fifth, seventh and ninth capitals. The grandson of Yue Fei, a national hero in the Southern Song Dynasty, learned in Jiading decade of the Southern Song Dynasty (12 17) that Jiaxing's military government was also in charge of agricultural envoys, so he lived in Jintuofang (now Yangliuwan, south gate) in the south of the city, and was the ancestor of Yue Jiaxing branch. After the death of the Southern Song Dynasty, the seventh Sun Linyue refused to be a minister and lived in Yue Fei's tomb. His wife Cheng and his second son Yue Maozhi returned to their ancestral home in Jintuofang, Jiaxing, and changed their names to Lexian. Yue Mao's eldest son Guiyi moved to Changshui Town, Jiaxing, and his second son Xianyi still lives in Jintuofang.

The late Qing Dynasty belongs to Shendang District.

In the 23rd year of the Republic of China (1934), it was the majority of Duanping and Futian townships and a small part of Le 'an townships. In 35 years (1946), it was renamed Shengli Township.

April 1950 is part of villages in Baibu Township, Desheng Township, Yuanyang Township and Justin Cheung Township.
