Xingqing district belongs to Yinchuan, the capital of Ningxia Hui Autonomous Region, and is located in the east of Yinchuan. Xingqing district was founded in Tang Yifeng for three years (678). In the 4th year of Song Tianxi (1038), Li Yuanhao, the leader of Tangut, established Xixia Kingdom, making its capital Xingqing.
