There's nothing you can do about it. You can only learn it by yourself except using a "supercomputer".

Occasionally, you can learn other people's recipes through the secret option of friendly communication, or through watching TV food channels, but they are all random. You can buy more copies when you can, and then drag them to other villains, or just find one or two villains to learn to cook.
