According to the data of Yimao Construction Network, the Xincai-Biyang Expressway was approved by the Henan Provincial Development and Reform Commission, and the project legal person Zhumadian Xinyang Expressway Investment and Construction Co., Ltd. was invested by Zhongyuan Trust and Investment Company; Henan Yu 'ao Bailing Company; Supported by Xinyang Pingqiao Power Plant. It is planned to start construction on June 2004 10 and be completed in September 2007. The total investment is 5.09 billion yuan, and the investment source is 35% raised by the project legal person and 65% by the bank loan. The whole line is divided into 18 construction contract bid section and four supervision bid sections. The company is established and operated in accordance with the current relevant regulations and the principle of "streamlining and high efficiency", and consists of office, finance department, chief engineer's office, comprehensive coordination department, engineering management department, contract planning department, quality management office and central laboratory. This project starts from the north side of Sunzhao Township in Xincai County and ends in Magutian Town in the southeast of Biyang County, with a total length of 163.5 km, and the overall direction of the line is east-west. It passes through Xincai County, Pingyu County, runan county City, Yicheng District, Queshan County and Biyang County, and is connected with National Highway 106, Ashen National Key Highway, Beijing-Zhuhai National Highway Trunk, National Highway 107 and Wu Shang National Key Highway respectively, extending eastward to Fuyang, Anhui Province and southward to Suizhou, Hubei Province. After completion, it will run through the southern part of Henan Province and connect with Hubei Province. It has played an extremely important role in promoting the sustained, rapid and healthy development of Zhumadian economy. Xincai-Biyang Expressway passes through Xincai, Pingyu, Runan, Zhumadian, Queshan and Biyang. After completion, it will not only connect Beijing-Hong Kong-Macao Expressway to Daguang, but also directly connect Jiao Tong Expressway (Jiaozuo-Tongbai) in the north-south corridor, connecting Anhui to the east and Hubei to the south, thus narrowing the distance between Anhui and Hubei.
