Luoyang water mat was only popular among the people at first. It was not until the Tang Dynasty that Wu Zetian introduced Luoyang water mat into the palace and made it into a palace banquet with other delicacies. Later, its law spread to the people, forming today's characteristics. Luoyang water mat consists of 24 pieces, referred to as "38 seats". At the beginning of the banquet, eight cold dishes were served with wine, divided into four kinds of meat dishes and four kinds of vegetarian dishes, followed by 16 hot dishes, all of which were served in different types of blue and white sea bowls.

Luoyang peony swallow dish is the highlight of Luoyang water mat and the most famous dish in Luoyang. According to legend, when Wu Zetian was in power in the Tang Dynasty, a radish with dozens of Jin grew in a vegetable field in Luoyang, and local officials presented it as a tribute to the palace. Wu Zetian was ecstatic when she saw it. She thought it was a praise from heaven for her achievements, so she ordered the chef to eat it as a dish. Radish is not a rarity, and the dishes based on it are not particularly delicious. After careful consideration, the chef decided to cook it with the delicious food in the palace. After eating it, Wu Zetian thought this dish was very fresh, almost comparable to bird's nest, so she named it "Chae Yeon". Since then, a dish with shredded radish and delicacies has appeared on the royal menu of the palace, becoming a good product for entertaining VIPs.
