(1) Wild animals under special state protection;

(2) Wild animals under special protection in this province;

(three) terrestrial wild animals with important ecological, scientific and social values and other terrestrial wild animals that naturally grow and breed in the wild environment announced by the wildlife protection department of the State Council;

(four) other wild animals prohibited by laws, regulations and relevant provisions of the state and province.

The provisions of the preceding paragraph, except those that have been artificially raised and eaten according to law and passed the inspection and quarantine.

The term "wild animals and their products" as mentioned in this decision refers to the whole (including eggs), parts and derivatives of wild animals. Two, no unit or individual may produce, manage and use the food made of wild animals and their products as stipulated in the first paragraph of the preceding article.

No unit or individual may hunt, sell, purchase, import, export, store, transport or post the wild animals and their products specified in the first paragraph of the preceding article for the purpose of eating or producing or dealing in food. Third, it is forbidden for online trading platforms, commodity trading markets, restaurants and other trading and consumption places, as well as operators such as transportation, warehousing and express delivery to provide trading and consumption conditions, places or other services for acts that violate the provisions of the previous two articles. Four, catering operators shall not use the names, nicknames and patterns of wild animals and their products that are forbidden to eat to make advertisements, signboards and recipes to attract and induce customers. Five, the local people's governments at or above the county level shall strengthen the leadership of the prohibition of the consumption of wild animals, organize, coordinate and urge the relevant departments to perform their duties of supervision and management according to law.

Township (town) people's governments and sub-district offices shall do a good job in prohibiting the consumption of wild animals. Six, forestry, fisheries, public security, market supervision and management departments in accordance with their respective responsibilities, responsible for the supervision and management of the prohibition of the consumption of wild animals.

Transportation, Internet communication, urban management, health, agriculture and rural areas, publishing, postal services and other departments shall, in accordance with their respective responsibilities, do a good job in prohibiting the consumption of wild animals. Seven, the province shall implement the catalogue management system for edible wild animals according to law, which shall be formulated by the competent forestry department of the provincial people's government in conjunction with the competent departments of fishery and market supervision and management, and promulgated and implemented after being submitted to the provincial people's government for approval. Eight, local people's governments at all levels and their relevant departments, news media, schools, scientific research institutes should actively organize publicity and education on ecological environmental protection and public health safety, vigorously advocate a scientific, healthy and civilized lifestyle, get rid of bad habits of eating wild animals, and enhance citizens' awareness of public health safety and epidemic prevention and control.

Encourage and support grassroots autonomous organizations, social organizations, enterprises, institutions and volunteers to carry out publicity and education activities on relevant laws and regulations and related knowledge. Nine, encourage units and individuals to report or accuse illegal acts in violation of this decision. The relevant competent departments shall promptly handle reports or complaints according to law, and reward those verified. Ten, one of the following acts, handled by the relevant departments according to law; If it constitutes a violation of public security administration, it shall be punished by the public security organ according to law; If the case constitutes a crime, criminal responsibility shall be investigated according to law:

(a) in violation of the provisions of Article 1 of this decision, illegally eating wild animals and their products;

(two) in violation of the provisions of the first paragraph of Article 2 of this decision, the production, operation and use of food made from wild animals and their products that are prohibited from eating;

(3) Hunting, selling, purchasing, importing, exporting, storing, transporting or mailing foods made of wild animals and their products that are prohibited from eating for the purpose of eating or producing or selling, in violation of the provisions of the second paragraph of Article 2 of this decision;

(four) in violation of the provisions of article third of this decision, knowing that the perpetrator is engaged in illegal acts, he still provides trading, consumption conditions, places or other services;

(five) in violation of the provisions of article fourth of this decision, making advertisements, signboards, recipes, etc. Attract and induce customers with the names, nicknames and patterns of wild animals and their products that are forbidden to eat. Eleven, agriculture and rural areas, forestry, fisheries, market supervision and management, customs and other competent departments should strengthen the quarantine of artificial breeding, legal capture or import and export of wild animals and their products, and punish violators according to law. Twelve, forestry, fisheries, public security, market supervision and management departments responsible for wildlife management found illegal acts in the work related to the prohibition of eating wild animals, or received reports and complaints about illegal acts and failed to investigate and deal with them according to law, or other acts of abuse of power, dereliction of duty and other acts failed to perform their duties according to law, the directly responsible person in charge and other directly responsible personnel shall be punished according to law; If a crime is constituted, criminal responsibility shall be investigated according to law. Thirteen, in violation of this decision by administrative punishment, by the relevant departments in accordance with the provisions of the illegal information into the credit information platform, the implementation of joint punishment according to law. Fourteen, the provincial people's government and its relevant departments shall supervise and inspect the implementation of this decision, and timely put forward suggestions to improve the relevant local regulations. Fifteen, this decision shall come into force as of the date of promulgation. If other laws and regulations promulgated by this province before the implementation of this decision are inconsistent with this decision, this decision shall prevail. Where laws and administrative regulations provide otherwise, such provisions shall prevail.
