The bookmarks menu contains all your bookmarks, web links, and so on. That also contains bookmarks displayed in the bookmarks toolbar. The menu can be brought up by the shortcut mark (the one next to the search bar).

Bookmarks toolbar is a quick navigation bar. When you allow it to be displayed, it will display all bookmarks and bookmark groups contained in the bookmark toolbar in the form of buttons/menu groups, which is convenient for you to quickly select jumps.
