Reasons for the establishment of the people's police
1On July 6th, 949, the Revolutionary Military Commission of the Central Committee of the Communist Party of China decided to set up the Ministry of Public Security under the Military Commission to take charge of the work of local public security organs, and appointed Luo Ruiqing as the Minister of Public Security. The Ministry of Public Security of the Military Commission was established to prepare for the establishment of the new Central People's Government.
According to Zhou Enlai's instructions, Luo Ruiqing, with the assistance of Li Kenong, former Minister of Social Affairs of the Central Committee of the Communist Party of China, immediately set out to build the Ministry of Public Security.
