According to the "Eight Provisions" of the Central Committee, the implementation opinions of district, city and county party committees, the Regulations on Disciplinary Actions in the Communist Party of China (CPC), the Guidelines for Leading Cadres' Integrity in Politics in party member, China, the Regulations on Disciplinary Actions of Civil Servants in Administrative Organs, and the Interim Provisions on Disciplinary Actions of Staff in Institutions, we hereby reiterate that it is forbidden to engage in large-scale activities as follows:

First, the scale of the wedding banquet should be controlled within 30 sets.

Two, the national public officials to buy wedding banquets to implement a written declaration system. You must apply 10 days before the banquet, fill in the catering application form (attached), and report it to the leader for approval before making preparations.

1. All banquets purchased above 10 must be declared.

2. The chief positions of townships and towns shall be examined and approved by the leaders of townships and counties, and the chief positions of units directly under the county shall be examined and approved by the leaders in charge of counties.

3. The deputy, department-level non-leading cadres, general cadres and workers of township and county-level units shall be examined and approved by the main leaders of the township and the unit.

4. The applicant shall submit a copy of the approved Food and Beverage Application Form to the Supervision Bureau of the County Commission for Discipline Inspection, the Supervision Office of the county party committee and the county people's government, and the unit where the comrades work.

5. On the day of catering, the parties concerned shall take the initiative to ask the catering supervision department and unit leaders to go to the site to verify the catering situation.

Third, set up the responsibilities of the wedding banquet supervision department.

1. The Supervision Bureau of the County Commission for Discipline Inspection, the Supervision Office of the County Party Committee and the County People's Government should always make unannounced visits to banquets; Responsible for organizing the organization department of the county party committee, the county performance of office and other relevant departments to conduct on-site verification of reports of illegal purchase of banquets.

2. County US Food and Drug Administration, county urban and rural housing construction bureau and other departments should conscientiously perform their duties and strengthen food safety supervision.

3. This unit is responsible for reviewing the quantity and procurement of declaration forms. Within two days after verification, the verification will be reported in writing to the Supervision Bureau of the County Commission for Discipline Inspection, the Supervision Office of the County Party Committee and the County People's Government.

Four, the township, the leaders of all units should strengthen the supervision of catering personnel, to stop ineffective, national public officials in violation of the provisions of the catering caused adverse effects, in accordance with the relevant provisions, resolutely and severely punished.

1. Purchase more than 10 sets, and purchase more than 30 sets if they are not declared or purchased as required. First, informed criticism was given to the parties throughout the county, and his performance bonus for that year was cancelled; Second, in the performance appraisal of that year, it is strictly forbidden to score a big banquet in the construction of party style and clean government in this unit; Third, the main leaders and leaders in charge of the unit must make a written inspection to the county commission for discipline inspection, the county party Committee and the county people's government supervision room; Fourth, the main leaders of the unit, the leaders in charge and their parties can not be rated as excellent in the annual evaluation, nor can they participate in the evaluation.

2. If the banquet in violation of other regulations causes adverse effects, the county discipline inspection and supervision bureau will file an investigation and give disciplinary action to the party and government depending on the circumstances.

Five, the implementation of the reward mechanism, encourage the broad masses of cadres and the masses to supervise the behavior of illegal catering of state public officials. If the violation of the real name report is verified, the whistleblower 500 yuan will be rewarded at one time and kept confidential.

All departments and units should strictly enforce the prohibition of throwing banquets, strengthen the education, management and supervision of cadres, establish and improve the internal management system, and take the lead in observing it to prevent the occurrence of violations of discipline.
