The lock of the reflector in the menu is gray, which means "This option is not available under the current settings". This is because your battery is low. Nikon's design is still very human and reasonable. In case there is no electricity when you clean the CCD, the reflector will automatically fall down and damage the camera. This is a protective measure. When the battery is fully charged, it is not displayed in gray.
