You can make it in dreamweaver, using its "layer", "behavior" or spry function, but it is more troublesome. I don't think anyone will be like this now.

If you can't write a program, you can make it with special web menu making software, or you can download the source code of web menu and paste it directly into the web page.

Dreamweaver also has such a plug-in for making web menus. You can also look for it. The production is relatively simple.
