1, apply to the local police station;
2. The local police station agreed to move in;
3. Submit an application for moving out to the police station where the current account is located;
4. The police station where the household registration is located opens the household registration certificate;
5. Apply for immigration to the household administration department of the local public security bureau with the household registration certificate and relevant certification materials (reasons of the parties);
6. License issued by the household administration department;
7. Go back to the local police station to move out with the "Quasi-moving Permit" and open a transfer certificate;
8. Go to the local police station with the migration certificate and ID card.
Under any of the following circumstances, according to the seriousness of the case, the public security administration shall be punished or criminal responsibility shall be investigated according to law:
1. Failing to declare the account as required;
2. False registration;
3. Forge, alter, transfer, lend or sell the household registration certificate;
4. Fraudulent use of other people's accounts;
5. The hotel manager fails to register the passengers as required.
To sum up, China's household registration system implements the principle of permanent residence registration. After the permanent residence of a citizen is changed, the residence shall be moved to the current residence, that is, the household registration shall be transferred.

If a citizen moves out of the place under the jurisdiction of the household registration, he or the head of the household shall apply to the household registration authority for emigration registration, obtain a migration certificate and cancel the household registration.
Citizens who move from rural areas to cities must apply to the household registration authority of permanent residence for moving out with the employment certificate of the urban labor department, the school admission certificate, or the certificate of permission to move in from the urban household registration authority.
Citizens moving to border areas must be approved by the public security organs of the counties, cities and municipal districts where they live.
