The district and county animal husbandry administrative departments are in charge of the quarantine, inspection and veterinary hygiene supervision and management of livestock and poultry and livestock products within their respective administrative areas.
Veterinary health supervision institutions and animal quarantine institutions at all levels are specifically responsible for the veterinary health supervision and quarantine of livestock and poultry and livestock products.
The relevant administrative departments of industry and commerce, health, public security, etc. shall be responsible for the division of labor according to their respective functions and powers, and cooperate with the administrative departments of animal husbandry to do a good job in the supervision and management of quarantine of livestock and poultry products. It is strictly prohibited to purchase and transport livestock and poultry products from epidemic areas; It is strictly forbidden to slaughter, process, transport, store, buy and sell livestock and poultry and livestock products that are infected with epidemic diseases, die of illness, poison and other unknown causes of death and have no quarantine certificate; It is strictly prohibited to produce and sell other livestock and poultry and livestock products that do not meet veterinary hygiene standards. Article 7 The people's governments at all levels shall commend and reward the units and individuals that have made outstanding contributions to the implementation of these Regulations and have made meritorious contributions in exposing violations of these Regulations.
Any unit or individual has the right to report and expose violations of these regulations. Chapter II Slaughtering Article 8 This Municipality implements a license system for slaughtering livestock and poultry. Slaughterhouses (factories, points) must obtain the "Slaughtering Certificate" and "Veterinary Hygiene Certificate", and are not allowed to set up slaughterhouses (factories, points) and engage in slaughtering and processing business without a license.
No unit or individual may provide slaughterhouses for units and individuals without a "designated slaughter certificate". Article 9 An application for the establishment of a slaughterhouse (factory or point) shall be handled in accordance with the following provisions:
(a) with the consent of the administrative department of animal husbandry in the district or county where it is located, report to the administrative department of animal husbandry in the city for approval, and obtain the "Slaughtering Certificate".
(two) with the "Slaughtering Certificate", apply to the relevant units for a construction project permit.
(three) the slaughterhouse (factory, point) construction is completed, and the veterinary health certificate can only be obtained after the animal husbandry administrative department has passed the inspection.
(four) when applying for industrial and commercial registration, you must hold the "Slaughtering Certificate" and "Veterinary Hygiene Certificate".
Fixed slaughterhouses in slaughterhouses must apply for the Veterinary Hygiene Certificate. Article 10 The establishment of slaughterhouses (factories and sites) shall be based on the needs of people's life, the scale of livestock and poultry production and the requirements of environmental protection, with unified planning and rational layout. No new or expanded livestock and poultry slaughterhouses (factories or points) shall be built in the six districts of the city center. Eleventh slaughterhouses (factories) shall meet the following conditions:
(1) The distance from schools, kindergartens, villages, residential areas, water source protection areas, drinking water intakes, livestock farms and other places with epidemic prevention requirements shall conform to epidemic prevention regulations.
(2) There are basic facilities such as waiting room, slaughter room, isolation room for sick livestock and poultry, emergency slaughter room, cold storage room, quarantine room and disinfection equipment that are suitable for slaughter.
(three) there are perfect facilities for the harmless treatment of sewage, dirt and diseases of livestock and poultry and livestock products.
(four) there should be a dado, cement floor and sewer for easy washing in the slaughter room. Water should meet the drinking water standards. Chapter III Quarantine Article 12 Quarantine of livestock and poultry and livestock and poultry products shall be the responsibility of the municipal, district and county animal quarantine institutions, and shall be carried out by quarantine officers.
Quarantine officers must be examined by the administrative department of animal husbandry and obtain a certificate of conformity before they can take up their posts. Thirteenth quarantine of livestock and poultry products, by the quarantine institutions issued by the national animal husbandry administrative department issued a unified quarantine certificate.
