The main contents of this method are:
First, determine the scope of salt price management. The scope of salt price management is the salt used for direct consumption and food production, including multi-variety salt, casing salt, salt for fishery and animal husbandry.
Two, a reasonable division of salt price management authority. The export price of salt shall be determined by the operators themselves.
Third, standardize the price composition and pricing principles of salt. The measures standardize the ex-factory price, wholesale price and small packaging cost of salt, and in principle implement the unified retail price of the same variety of salt in the whole province (autonomous regions and municipalities directly under the Central Government).
Four, clear salt price approval procedures. To formulate or adjust the ex-factory price and wholesale price of large-package salt, the salt operators shall put forward written suggestions to the price departments of the provinces, autonomous regions and municipalities directly under the Central Government where they are located, and the price departments of the provinces, autonomous regions and municipalities directly under the Central Government shall report to the price departments of the State Council for examination and approval. When the cost of salt production and circulation changes greatly, the price contradiction is prominent, and the reaction from all walks of life is strong, the price department in the State Council can directly adjust the ex-factory price and wholesale price of large packaged salt; The procedures and specific requirements for formulating or adjusting the charging standards for small packages and the retail price of salt shall be formulated separately by the competent price departments of all provinces, autonomous regions and municipalities directly under the Central Government according to local actual conditions.
Five, formulate penalties for price violations. Operators shall not have the following acts:
(a) the actual execution price is higher or lower than the government pricing; (two) to advance or postpone the implementation of government pricing without authorization; (3) Setting the price of salt without authorization; (four) other acts in violation of these measures.
According to reports, the "Measures for the Administration of Salt Price" further improved the salt monopoly system and the salt price formation mechanism, reflecting the requirements of "setting rules and being a referee". After the implementation of this method, it is conducive to improving the scientific and transparent decision-making of government prices; It is conducive to promoting the reform of the salt circulation system and reducing the circulation cost; It is conducive to ensuring the supply and popularization of iodized salt consumption, protecting the health of residents and improving the quality of the whole people; It is conducive to protecting the legitimate rights and interests of consumers, especially residents in remote areas.
