According to the "Notice of the State Council on Approving the Reform Plan of Quality and Technical Supervision and Management System of State Bureau of Quality and Technical Supervision" (Guo Fa [1999] No.8) and the "Three Definitions" plan of the State and Provincial Bureau of Quality and Technical Supervision, the quality management functions of the Provincial Economic and Trade Commission and the safety supervision and management functions of boilers, pressure vessels and special equipment of the Provincial Labor Department are included in the Provincial Bureau of Quality and Technical Supervision. According to the principle of matching up and down, the 63rd executive meeting of the provincial government decided to incorporate the functions, staffing and related institutions of quality management and safety supervision and management of boilers, pressure vessels and special equipment at the city and county levels into the quality and technical supervision and management departments at the same level before the institutional reform of the cities and counties. I. Basic principles
1. The quality management of economic and trade commissions of cities and counties (cities, districts), and the safety supervision and management functions of special equipment such as boilers, pressure vessels, elevators and explosion-proof appliances of labor bureaus and related institutions are included in the quality and technical supervision and management departments at the same level; The management authority of the organization and staffing is allocated to the province.
2. The transfer scope is the quality management of the economic and trade commission of the city and county (city, district), and the safety supervision and management function department (room) of the special equipment such as boilers, pressure vessels, elevators and explosion-proof electrical appliances of the Labor Bureau; Testing institutions and personnel training institutions corresponding to the above functions.

(1) Mechanism Settings

Handover shall be carried out according to the institutional settings of the functional departments (offices) for quality management and safety supervision and management of boilers, pressure vessels and special equipment and the corresponding testing institutions and personnel training institutions approved by the municipal and county (city, district) governments.
2. If the transferred functions are jointly set up with other departments and institutions, the functions should be separated from relevant institutions and organizations before the transfer.
(2) personnel
1. Office personnel: The personnel of the Quality Management Section of the Economic and Trade Commission and the Safety Supervision and Management Office (room) of the Special Equipment for Boilers and Pressure Vessels of the Labor Bureau must be civil servants on the payroll.
2. Personnel of testing institutions and personnel training institutions: personnel with the salary relationship of registered personnel; Retired (retired) personnel.
(3) Financial funds
The administrative expenses of the administrative personnel transferred by the Economic and Trade Commission and the Labor Bureau according to their functions, including personnel expenses, public funds and special funds (including one-time special funds), shall be subject to the final accounts 1999. 1999, if the per capita administrative expenditure in the final accounts of this unit is higher than the per capita administrative expenditure standard in this area, it shall be marked according to the final accounts of this unit; 1999 if the per capita administrative expenditure in the final accounts of this unit is lower than the local per capita administrative expenditure standard, it shall be extracted according to the local per capita administrative expenditure standard. The assets transferred refer to all assets of the department (office) and relevant units to be transferred, including current assets (cash, bank deposits, temporary payments, accounts receivable, inventory materials, etc.). ) and fixed assets (land, houses, projects under construction, office equipment, microcomputers, vehicles, communication tools, inspection and testing equipment and other equipment). If the house used by the transferring unit is owned by the local government, its property right shall be transferred free of charge.
Third, the handover method
(1) Transfer of organizational structure
1, the approval documents prepared by the department (office) and relevant units and institutions (government and staffing management department) shall be submitted to the Bureau of Quality and Technical Supervision at the same level.
2. The handover office (room) and relevant units shall carefully fill in the functional organization setting, staffing table, testing, personnel training organization setting and staffing table of the handover office (room). The list to be handed over must have the seals of the establishment management department, the Economic and Trade Commission, the Labor Bureau and the Bureau of Quality and Technical Supervision at the same level and the seal (or signature) of the person in charge of the unit.
(2) Personnel handover
1. The leading members of testing institutions and personnel training institutions transferred from cities and counties (cities, districts) are appointed by the organization department, and the files of their leading members, the approval documents of leadership positions and the appointment and removal documents of cadres are handed over to the quality and technical supervision bureau at the next higher level by the organization department of the local party committee and the organization management department.

4. Each unit shall fill in the personnel list of the unit. The transfer roster must have the seals of the personnel and institutional management departments at the same level, the Economic and Trade Commission, the Labor Bureau and the Bureau of Quality and Technical Supervision.
(iii) Transfer of assets
The transferred functional departments (offices) and relevant units shall register all fixed assets and current assets (including bad debts, dormant account, scrapped assets and assets to be processed) of their own departments. The recorded items shall be subject to the end of 1999; Items that are not accounted for and under construction shall be registered according to the actual quantity and submitted to the quality and technical supervision department at the same level.
Four. Handover step
(1) Preparatory stage

The handover and reception work shall be organized under the leadership of the Provincial Bureau of Quality and Technical Supervision, the municipal government and relevant departments.
