The textbook selection committees of all districts and cities (including Pingtan Comprehensive Experimental Zone, the same below) should strictly implement the procedures and requirements for textbook selection, and strictly follow the provisions of "Choose one set of teaching materials for each version of a subject and recommend it to local schools for students to choose" according to the recommended catalogue of teaching materials for ordinary senior high schools and compulsory education in Fujian Province issued by the Provincial Department of Education, the Provincial Bureau of Press, Publication, Radio, Film and Television and the Provincial Price Bureau, and it is strictly forbidden to delegate the right of selection to counties (cities, districts) or schools.
2. It is strictly forbidden to subscribe to any supplementary teaching materials outside the catalogue. The Catalogue of Supplementary Materials for Primary and Secondary Schools (hereinafter referred to as the Catalogue of Supplementary Materials for Primary and Secondary Schools) compiled by the Municipal Education Bureau is the only basis for schools to organize students to voluntarily subscribe for supplementary materials for primary and secondary schools. All primary and secondary schools must subscribe in strict accordance with the Subscription Catalogue compiled by the Education Bureau of this district and city in the spring and autumn. It is strictly forbidden to organize students to subscribe to any supplementary materials outside the Subscription Catalogue of this district and city. It is strictly forbidden for schools and teachers to demand or imply that students purchase supplementary materials outside the Subscription Catalogue in the name of teaching needs. The administrative department of education should strengthen management and supervision, and prohibit schools, teaching staff and publishing units from privately trading and accepting any form of commercial bribery.
3. strictly implement the purchasing behavior of teaching materials. All primary and secondary schools must provide unified purchasing services for students in strict accordance with the provisions of "one subject and one supplement" on the premise that students voluntarily purchase, but they must not profit from it. The school shall not entrust or allow any unit, department or individual to go to the school to publicize and recommend supplementary materials and issue orders, and shall not subscribe in advance across semesters in violation of regulations, and shall not charge students in the name of compiling school-based exercise books, handouts and exercise books. Schools and teaching staff shall not accept the entrustment of publishing units to assist in booking.
