In August 2006, the "State-owned Land Use Rights Transfer Contract" was signed with the Shenyang Municipal Planning and Land Resources Bureau.

City Hall 66 Plaza is located on Qingnian Street and within the Shenyang National Financial and Trade Development Zone.

The project is located south of the Shenyang landmark-Shifu Square.

City Hall Square was selected by the Ministry of Culture as one of the "National Characteristic Cultural Squares" in 2006.

To the east of the project is the Liaoning Grand Theater and the Liaoning Provincial Museum, and to the west is the municipal government office building.

Qingnian Street is the main thoroughfare that runs through the center of Shenyang. It is known as the "Golden Corridor" and is an important part of Shenyang's urban development strategy.
