The whole town has jurisdiction over 16 villages and 86 villagers' groups, namely, Ceyang, Dagou, Zhetun, Yang Qing, Tunshang, Zhemeng, Hongqi, Zhelou, Dongfeng, Qianjin, Gao Feng, Pingyang, Bamboo Forest, Gaozhai, Yangchang and Yangping. There are two primary schools in the town, namely Zhelou No.1 Primary School and Zhelou No.2 Primary School, as well as Ceheng Ethnic Middle School, Zhemeng Agricultural Middle School and Ceheng Vocational Middle School. The town's existing arable land is 1.87 million mu. The land has moderate fertility, which has favorable conditions for developing agriculture, forestry, animal husbandry and diversified economy. It mainly produces rice, corn, wheat and rape, and is suitable for the development of early-maturing vegetables, sugarcane, citrus, chestnut, tung tree, eucalyptus, litchi, Chinese fir and other economic trees and crops.
