The Government of the Hong Kong Special Administrative Region strictly controls the import and export of all prohibited/controlled articles. Common prohibited/controlled articles of the Customs and Excise Department include dangerous drugs, psychotropic substances, controlled chemicals, antibiotics, firearms, ammunition, weapons, firecrackers and fireworks, strategic commodities, rough diamonds, animals, plants, endangered species, telecommunications equipment, game, meat, poultry, eggs and formula powder.
Passengers who bring the above articles into/out of the HKSAR without a valid license, permit, health certificate or written permission may be prosecuted and the articles concerned will be seized and confiscated.
The punishment for passengers who bring prohibited/controlled articles into the country will depend on the relevant laws governing the import and export of such articles.

The Customs Law of People's Republic of China (PRC) stipulates that:
Article 46 Luggage and articles brought into or out of the country by individuals and articles sent into or out of the country by post shall be limited to their own use and a reasonable quantity, and shall be subject to customs supervision.
Article 47 The owner of inbound and outbound articles shall truthfully declare to the customs and accept customs inspection.
No one is allowed to open or destroy the seal affixed by the customs without authorization.
Article 56 The following import and export goods and inbound and outbound articles shall be reduced or exempted from customs duties:
(1) Advertisements and samples with no commercial value;
(2) Materials donated by foreign governments and international organizations free of charge;
(3) The goods are damaged or lost before the customs release;
(4) Articles within the specified amount;
(5) Other goods and articles whose customs duties are reduced or exempted according to law;
(6) Goods and articles whose tariffs are reduced or exempted according to international treaties concluded or acceded to by People's Republic of China (PRC).
