It was built by Zhang Heming, the prefect of Licheng during the Wanli period of the Ming Dynasty. It was rebuilt by Fan Shiying, the prefect of Jinan during the Tianqi period. It was rebuilt again by Chenggong, the supervisor of the Shunzhi period of the Qing Dynasty.

When Baotu Spring Park was expanded in 1964, the stone slabs were replaced.
