The "Reform Plan for the Construction of Industrial Workers in the New Era" requires that migrant workers, especially the new generation of migrant workers, be helped to increase education and training opportunities and improve their vocational skills and abilities.
In terms of quantity, migrant workers have become the main body of industrial workers in China and made great contributions to economic and social development. But on the whole, most of the jobs of migrant workers have low requirements for technical skills, low wages, unstable employment, low employment quality and strong substitutability, which leads to their insufficient bargaining power.
These are directly related to the overall low education level, lack of professional training and low technical skills of migrant workers.
Improving the technical skills of migrant workers is the basic prerequisite for promoting migrant workers' integration into cities and stabilizing employment. In 20 19, Ministry of Human Resources and Social Security issued the vocational skills upgrading plan for the new generation of migrant workers (20 19-2022), aiming to help migrant workers, especially the new generation of migrant workers, improve their professional technical skills and competence, and cultivate them into high-quality skilled workers and industrial workers with stable employment.
In 20021year, the State Council issued the "14th Five-Year Plan" to promote employment, implement the quality improvement project for migrant workers, and promote the vocational skills upgrading plan for the new generation of migrant workers. The All-China Federation of Trade Unions has organized migrant workers to join trade unions to the maximum extent, carried out in-depth action plans to improve their academic qualifications and abilities, and safeguarded the legitimate rights and interests of migrant workers from all angles.
Taking Shenzhen as an example, Shenzhen Federation of Trade Unions, Shenzhen Human Resources and Social Security Bureau and other departments have vigorously carried out the three major projects of "Cantonese cuisine master", "Guangdong mechanic" and "Southern Guangdong housekeeping", and Austrian cuisine masters have trained migrant workers for free, so that they can learn a trade and eat "technical meals".
Shiyan City, Hubei Province, implemented the "one household, one industrial worker" training project, which trained more migrant workers into high-quality industrial workers and successfully embarked on a new path of mutual promotion between the expansion of industrial workers and rural revitalization.
