Legal basis: Article 278 of the Civil Code of the People's Republic of China. The following matters shall be decided by the owner:

(a) to formulate and amend the rules of procedure of the owners' congress;

(2) Formulating and amending the management regulations;

(three) to elect the owners' committee or replace the members of the owners' committee;

(four) the selection and dismissal of property services companies or other managers;

(five) the use of buildings and ancillary facilities maintenance funds;

(six) to raise funds for the maintenance of buildings and their ancillary facilities;

(seven) renovation and reconstruction of buildings and their ancillary facilities;

(eight) change the use of * * * or use * * to engage in business activities;

(nine) other major matters related to the management rights of * * * and * * *.

Owners * * * with the decision, it should be made by the owners of proprietary parts accounting for more than two thirds of the area and the number of owners accounting for more than two thirds to participate in the voting. Decisions on the matters specified in Items 6 to 8 of the preceding paragraph shall be subject to the consent of the owners who have participated in the voting of more than three-quarters of the exclusive part area and more than three-quarters of the voting people. Decisions on other matters mentioned in the preceding paragraph shall be subject to the consent of more than half of the owners who participate in the voting and more than half of the owners who participate in the voting.
