"Motor Vehicle Registration Regulations" Article 18 If the ownership of a registered motor vehicle is transferred, the owner of the motor vehicle shall apply for transfer registration in dmv within 30 days from the date of delivery of the motor vehicle. Before applying for transfer registration, the owner of a motor vehicle shall finish handling the road traffic safety violations and traffic accidents involving the vehicle.
Nineteenth to apply for transfer registration, the current motor vehicle owner shall fill in the application form, submit the motor vehicle, and submit the following certificates and vouchers:
(a) the identity certificate of the current motor vehicle owner;
(2) Certificates and vouchers of the transfer of ownership of motor vehicles;
(3) Motor vehicle registration certificate;
(4) Motor vehicle driving license;
(5) Motor vehicles under customs supervision shall also submit the Deregulation Certificate of Vehicles under Customs Supervision of the People's Republic of China or the transfer certificate approved by the customs;
(six) motor vehicles that have exceeded the validity period of the inspection shall also submit the certificate of motor vehicle safety and technical inspection and the compulsory insurance certificate for traffic accident liability.
Now the motor vehicle owner's residence is within the jurisdiction of dmv, dmv shall, within one day from the date of accepting the application, confirm the motor vehicle, check the rubbing film of the vehicle identification code, review the submitted certificates and vouchers, recover the license plate and driving license, determine the new motor vehicle license plate number, endorse the transfer matters on the motor vehicle registration certificate, and reissue the license plate, driving license and inspection mark.
If the domicile of the motor vehicle owner is not within the jurisdiction of dmv, dmv shall handle it in accordance with the provisions of Article 13 of these Provisions.

At present, when handling the transfer registration, the owner of a motor vehicle shall submit the Notice of Assistance in Execution issued by the people's court without obtaining the motor vehicle registration certificate, number plate or driving license, or the certificate issued by the people's procuratorate and the administrative law enforcement department without obtaining the motor vehicle registration certificate, number plate or driving license. Dmv should announce that the original motor vehicle registration certificate, license plate or driving license is invalid, and reissue the motor vehicle registration certificate while handling the transfer registration.
