In order to further promote the oil tea industry, scientific, orderly and healthy development, September 27, 2010, the State Forestry Administration in Hunan Leiyang organization held the third national oil tea industry development site meeting. The meeting summarized the development of national oil tea industry since the second oil tea industry development site, in-depth study of innovative oil tea industry development mode and mechanism, comprehensive deployment of 2011 and the "Twelfth Five-Year Plan" period of oil tea industry development work.
I. The main spirit of the meeting
The spirit of the meeting is mainly reflected in the important speeches of Mr. Jia Zhibang, the director of State Forestry Administration, and Mr. Zhu Leke, the deputy director of State Forestry Administration. The meeting concluded that over the past year, the development of the national oil tea industry has made new progress and new results: First, the oil tea seedling contradiction greatly alleviated, the quality of seedlings further improved. Secondly, oil tea afforestation has been steadily promoted, and last winter and spring, the area of new oil tea forests nationwide reached more than 2.6 million mu, which is four times of 2009. Thirdly, the low reform of oil tea cultivation has been strengthened, and the area of low reform of cultivation nationwide has exceeded 3 million mu. Fourthly, the efforts to support the development of oil tea industry have been increasing, and the funds invested in the oil tea industry in the past year reached 5.17 billion yuan. Fifthly, the enthusiasm of all social parties to participate in the development of oil tea industry is increasing. Sixth, scientific and technological support has been further strengthened, and new varieties of breeding, deep processing, technology promotion and training have achieved new results.
The meeting pointed out that at present, the development of oil tea industry urgently needs to solve the problem of five aspects: First, with the continuous improvement of seed production and supply capacity, capital has become a new bottleneck restricting the development of the industry. Second, for the grassroots directly for the production line to provide technical services to a serious shortage of technical personnel. Third, the long-term mechanism to promote the good and fast development of oil tea industry has not yet formed, such as oil tea seed subsidies have not been implemented, the low standard of subsidies for new afforestation, some local development model is not scientific, the mechanism is not flexible enough and so on. Fourth, the phenomenon of heavy manufacturing light management is common, and individual places are still blindly developing in spite of the conditions. Fifth, the processing field urgently need to rectify the order and standardize the management.
The meeting emphasized that the "Twelfth Five-Year Plan" period, the development of the oil tea industry to grasp five key points:
One is to focus on high-yield oil tea forest base construction. Seedlings, planting and care of the "three passes", a solid grasp of the foundation of the seedling, to ensure that afforestation of seedlings from the provincial seedling department confirmed the designated production units, really not a good seedling resolutely do not allow afforestation on the mountain; to further increase the seedling law enforcement, the strict implementation of the production of oil tea seedlings licensing system, on the non-designated seedling production units, resolutely do not find one of them. Two is to seriously grasp the key link of product processing. To strengthen the deep processing of tea oil and by-products development and comprehensive utilization, extend the industrial chain, improve the comprehensive economic benefits; continuous innovation of processing technology, standardize the operating procedures; strict product quality supervision, to ensure that the tea oil edible safety.
Three is to continue to strengthen the important role of policy support. Focus on the establishment of multi-channel investment mechanism, and actively seek the state to further increase the subsidy standards for new oil tea plantations; the implementation of oil tea seed subsidy system; as soon as possible the introduction of forest land transfer related policies; further increase the provincial and county levels of financial support to expand the scale of the special funds; through innovative mechanisms and modes of widely attracted enterprises, financial institutions, social groups, afforestation households and other social input; and to further explore the potential for integrating various types of project funds. Tap the potential to integrate various types of project funds to increase support for the oil tea industry.
Four is to give full play to the strong support of science and technology. Grasp the implementation of national scientific and technological major projects; increase training efforts, vigorously promote the application of existing scientific and technological achievements and practical techniques; develop and improve the development of oil tea industry standards for each production link.
Fifth, to further strengthen the publicity and guidance. Continue to vigorously publicize the extreme importance of good seed in the development of oil tea industry; publicize the development of oil tea industry around the promotion of good development mechanisms and models; publicize the nutritional value of tea oil and health functions.
Second, fully understand the province's oil tea industry development of the good situation and problems
(a) the provincial government attaches great importance to the oil tea industry. Over the past year, the province has introduced a series of policies and measures to support the development of oil tea industry. First, the provincial government set up to the provincial party committee standing committee, vice governor ChenDaHeng as leader, composed of all relevant departments of the provincial oil tea industry development leading group, and set up an office in the provincial forestry department, coordinate the development of the province's oil tea industry. Secondly, the provincial government issued the Opinions on Accelerating the Development of Oil Tea Industry (Ganfu Fa [2010] No. 11) in March this year, and compiled the Medium- and Long-term Plan for the Development of Oil Tea Industry in Jiangxi Province from 2011 to 2020, which clearly defines the goal of the development of oil tea industry in the province. Thirdly, from 2010, the provincial financial yearly arrangement of 50 million yuan, the establishment of provincial oil tea industry development special funds, focusing on supporting the construction of oil tea seedling breeding base, deep processing product research and development and oil tea industry science and technology park construction. Fourth, to further increase forestry, land consolidation, comprehensive agricultural development, poverty alleviation, agricultural industrialization, food for work, soil and water conservation, scientific research and innovation, and other projects to integrate funds to support the development of oil tea industry.

According to statistics, in 2009, the province's new oil tea forest area reached 582,000 mu, an increase of more than 400,000 mu over 2008, the highest year in history, attracting a large number of powerful enterprises and large households to participate in the development of oil tea industry. In the process of project afforestation, strict implementation of "Jiangxi Province oil tea asexual productive forest cultivation technical regulations" (DB36/T 551-2009), strengthen supervision and inspection, afforestation quality significantly improved.
While seeing the good development trend of oil tea industry in our province, we also need to be sober to see the main problems that exist at present: First, the importance of oil tea seedlings is not enough to recognize. Some planting enterprises, large households, and even a few forestry authorities on the importance of the quality of oil tea seedlings is not enough to recognize, some places are still using non-specified seedling units of seedlings afforestation, the unlicensed production of seedlings lax law enforcement. Secondly, the quality of afforestation has been improved, and the design and construction of afforestation operations in some places have not met the requirements of the afforestation regulations for oil tea productive forests. Third, a few counties have not completed the project afforestation plan tasks. Fourthly, the phenomenon of heavy planting and light management is common, and the survival rate of afforestation has declined, and the growth of seedlings is poor. Fifth, the industrial development mode and mechanism need to be improved, some good practices and experiences have not been well promoted.
Three, the current focus on a number of work
In order to implement the spirit of the meeting, combined with the actual development of the oil tea industry in our province, we now put forward the following views:
(a) continue to play a leading role in policy support. With the rapid development of the oil tea industry, the shortage of funds and the lack of service systems and other issues are becoming more and more prominent. Localities should actively seek government policy support for the oil tea industry at the same time, led by the government, and actively build a financing platform, formulate relevant policies to encourage enterprises, financial institutions, social organizations, individual private owners and other social funds to participate in the establishment of the benefits of **** enjoy, risk **** bear the development of the mechanism. To give full play to the advantages of the government to coordinate all kinds of project funds, increase investment in the oil tea industry, guide the establishment of market-oriented, economic benefits as the center, based on local resources, supported by scientific and technological strength, to oil tea professional cooperatives, planting enterprises and farmers, as well as processing enterprises, circulation enterprises, service units, etc. as the main body of the oil tea industrialization of the socialized service system, on the oil tea pre-production, production, production, post-production Provide technology, capital, information, management, training, supply of production materials and product processing, sales and other services.
(2) Strengthen the quality management of seedlings. In accordance with the "Jiangxi Province, oil tea afforestation operation design specifications" (for trial implementation) and "Jiangxi Province, oil tea asexual productive forest cultivation technical procedures" (DB36/T 551-2009) requirements for construction. At present, the province's oil tea processing capacity is close to 100,000 tons, but above-scale processing enterprises produce less than 20,000 tons of tea oil production per year, most of the equipment and technology backward enterprises, and even manual workshop production, product utilization is low, product safety is not guaranteed. First, to improve the processing access threshold. Encourage existing processing enterprises through asset reorganization, capital operation and other ways to speed up technological transformation and process equipment updates, standardize the operating procedures, establish and improve the modern enterprise system. Second, we should start as soon as possible to register the "Jiangxi Camellia Oil" trademark work, unified use of "Jiangxi Camellia Oil" brand publicity, improve market competitiveness, and promote the province's oil and tea industry, healthy and sustainable development. Third, we should strengthen the product processing technology innovation, deep processing of tea oil and the development of by-products, improve the oil rate, extend the industrial chain, and constantly increase the added value of the product. Fourth, strengthen product quality supervision to ensure the quality and safety of tea oil. Supervise the processing enterprises to further strengthen the awareness of product quality and safety, product quality and safety as the industry and the life of the enterprise. As soon as possible to develop the province's tea oil processing technology standards, product quality standards, improve product safety testing system.
(E) give full play to the role of scientific and technological support. Scientific research departments in the completion of the existing field of oil tea technology research at the same time, we should use hybrid breeding, mutation breeding, ploidy breeding and other modern technology to carry out research on the selection of oil tea seed. Strengthen the research in the field of processing technology to improve the level of deep processing technology.
(6) Summarize the typical experience, innovative oil tea industry development mechanism and mode. Correctly handle the relationship between government guidance and market-led, enterprise benefits and farmers' interests, policy support and socialized services, and mobilize all parties to participate in supporting the development of oil tea industry. Summarize and promote enterprise-driven, planting large households, professional cooperative organization type, independent management type and other business management model, to take the form of holding on-site meetings, organizing visits to learn, and further innovate the development mechanism to promote the healthy and rapid development of the oil tea industry.
