1. Wash the mackerel fillets, drain them on kitchen paper towels, and then sprinkle both sides with pepper and salt for about 5 minutes
2. During the time you are marinating the fish, you can grate the carrots
3. When the olive oil is hot, put the fish skin-side down in the pan, and saute it on a high flame for about 3 minutes
4. Turn the fish over and fry for another 2 minutes or so
5. To serve, squeeze the lemon over the fish, pour soy sauce over the mashed carrots, and dip the fish into the sauce
