The more than 100 high-level war criminals detained here are divided into 13 groups. Among them, Qiu Xingxiang is the leader of the first group, and the members include Du Yuming, Song Xilian, Kang Ze, Wang Lingji, Fan Hanjie, Liao Yaoxiang, Chen Linda, Puyi and others. Former Kuomintang war criminals detained here include Huang Wei, Chen Changjie, Wen Qiang, Shen Zui, Zheng Tingji and others. At first, Gongde Forest was under the direct jurisdiction of the Ministry of Public Security. Later, some high-level war criminals were granted amnesty one after another, and Gongdelin was under the jurisdiction of the Beijing Municipal Public Security Bureau, and a rescue station was established to provide relief to lost and stupid people, or people who came to Beijing to work and temporarily lost their financial resources, and allowed them to stay here temporarily. They will also be provided with free food and accommodation, and will try to get in touch with their relatives and friends, who will either pick them up or have the government send people to send them home.
