Enterprises can build their own facilities for disposal, can also be entrusted to other units with the disposal capacity. Chromium-containing hazardous waste storage, disposal should be in line with the "Hazardous Waste Storage Pollution Control Standards", "Hazardous Waste Landfill Pollution Control Standards", "Hazardous Waste Incineration Pollution Control Standards" and other provisions. Commissioned for disposal to be transferred, should be in accordance with the "Hazardous Waste Transfer Joint Management Measures", for the transfer of hazardous waste joint bill.

Second, strengthen the pollution prevention and control of chromium compounds and ferrochrome alloy production enterprises, and accelerate the environmentally sound disposal of chromium residues

1, the chromium compounds and ferrochrome alloy production enterprises that produce chromium-containing hazardous wastes should carry out regular monitoring of chromium content in the surface water and groundwater in the factory area and waste stockpiling and disposal facilities, and take timely measures to eliminate pollution.

2, chromium compounds and ferrochrome alloy producers of chromium hazardous wastes should be left over from previous years and new chromium wastes to develop a disposal program, reported to the local environmental protection department for the record.

By the end of 2004, the disposal of chromium-containing wastes generated in the same year should be realized.

For the chromium-containing wastes left over from previous years, including simple landfills and landfills that have been filled in but do not meet the "Hazardous Waste Landfill Pollution Control Standards", the generating units should take measures to gradually realize harmless disposal and ensure that the chromium-containing wastes left over are reduced year by year.

3. New production units of chromium compounds are prohibited in environmentally sensitive areas; existing chromium compound producers or production units in environmentally sensitive areas shall not expand their scale of production and shall gradually move out of the environmentally sensitive areas.

The production and construction projects of chromium compounds shall prioritize the use of cleaner production technologies and techniques with high resource utilization and low pollutant generation; and eliminate the production technologies, techniques and equipment with calcium roasting.

It is prohibited to build chromium compound production units with an annual production scale of less than 20,000 tons.

Chromium compounds production and construction projects, its self-built hazardous waste disposal facilities must be put into operation at the same time as the production facilities; commissioned the disposal of the use of the production facilities must be implemented before the operation of the entrusted unit.

Third, the local people's governments at all levels of environmental protection departments should strengthen the generation of chromium hazardous waste enterprises supervision and management

2, supervise the production of chromium compounds and ferrochrome alloy enterprises that produce chromium-containing hazardous wastes to implement chromium-containing waste disposal programs, and monitor changes in the quality of the environment and pollution of the enterprise and its surroundings.

3, for chromium-containing hazardous waste temporary storage facilities do not meet the environmental protection requirements of enterprises and long-term storage of chromium-containing hazardous waste without disposal program should be levied hazardous waste sewage charges.

4, for the serious pollution of chromium compounds and ferrochrome alloy production enterprises to implement a limited period of time; overdue disposal or disposal does not meet the requirements of the designated capable unit for disposal, in order to solve the historical legacy of chromium pollution problems as soon as possible.

5 Provinces, autonomous regions and municipalities directly under the Central Environmental Protection Bureau (Office) of the chrome compounds and ferrochrome alloy production enterprises and their disposal of pollutants in the generation of chromium-containing hazardous wastes under their jurisdiction on December 15 each year to the State Environmental Protection Administration.
