The aim is to spread the fire of science and technology to the vast rural areas, guide 800 million farmers to rely on science and technology to revitalize agriculture and guide the healthy development of township enterprises. On September 25 of the same year, the National Spark Plan Work Conference also planned five strategic measures to be implemented during the Ninth Five-Year Plan period and even in the first decade of the next century: First, implement the Spark Westward Project, broaden the implementation geographical scope and industrial fields, and March to the breadth. During the Ninth Five-Year Plan period, we will focus on five "Hundred" projects, that is, 100 counties will be identified in the central and western regions, and 100 strong spark enterprises will be selected in the eastern region. Third, focus on the development of regional pillar industries of Spark with high technology as the leading factor, highlight the demonstration of scale, industrialization, specialization, collectivization and internationalization, promote the technical level, production scale, product grade and economic benefits of enterprises, and push the Spark plan to a high level. Fourth, around the construction of regional pillar industries and spark technology-intensive areas, we should realize centralized allocation in four aspects: management, technology, capital and talents, give play to comprehensive benefits, and highlight the integration of spark. Fifth, develop bilateral and multilateral cooperation, open up cooperation channels for the internationalization of Spark, implement high-level and high-quality Spark projects for developing countries, and rely on the international market to develop export-oriented Spark plans.
