Chapter 3 Circulation Management Article 14 To engage in the wholesale of alcoholic beverages, you must meet the following conditions: (1) Have a registered capital of more than 1 million yuan, and meet the prescribed business premises and storage facilities; (2) The measuring instruments must be accurate and the sanitary conditions must meet the requirements. Article 17 When purchasing alcoholic beverages, wholesalers and retailers shall obtain quality certificates for the relevant alcoholic beverages and inspect the quality of the products. Article 18 Confiscated alcohol shall be disposed of in accordance with the law under the supervision of the alcohol management agency. Article 19 Those engaging in alcohol exhibition and sales activities must report to the alcohol management agency for record. Article 20 If alcohol is shipped out of Xiamen City and the destination requires a transportation license, the carrier may apply to the alcohol management agency for a liquor transportation license. Chapter 4 Supervision and Inspection Article 21 The Liquor Wholesale License shall be reviewed and inspected once a year. Article 22 The alcohol management agencies and the industrial and commercial, technical supervision and other departments shall conduct supervision and inspection based on random inspections on the production and circulation of alcohol. During supervision and inspection, they have the right to inspect alcoholic beverages, question parties and relevant personnel, review account books and other relevant information, and enter production and business premises and storage locations for inspection.

Article 29 Anyone who violates the provisions of Articles 11, 16 and 19 of these Regulations shall be ordered by the liquor management agency to stop the illegal behavior and shall be fined not less than RMB 1,000 but not more than RMB 10,000.
